ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

WFP Afghanistan’s cash-based response deploys a diversity of modalities (direct cash, value voucher, commodity voucher) and FSPs (banks, FinTech, mobile network operators, money service providers, voucher suppliers) to ensure context-appropriate assistance to vulnerable populations across the country. WFP Afghanistan is seeking a CBT Officer to maintain and expand CBT operations across the country, improve the quality of CBT delivery, and support supply-side market development activities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Head of CBT, the candidate will oversee:CBT preparedness

  • Develop a CBT preparedness strategy that facilitates the CO to react quickly to new assistance locations
  • Develop and implement clear processes and tools to ensure that the CO is prepared to transition to, or introduce, CBT in new locations during normal distributions and in case of emergency response
  • Identify and resolve pain points within CBT processes to ensure CBT becomes a viable emergency modality

Operations

  • Coordinate with Programme, Procurement, Supply Chain, Finance, and Area Office teams to ensure smooth implementation of the CBT portfolio
  • Lead a team that provides technical support to Area Offices (AOs), including frequent field missions
  • Lead on implementing CBT assurance policies
  • Lead on institutionalisation of internal CBT processes that support end-to-end operations (from grant management, purchase requests, purchase orders, cash requests & FSP performance monitoring and management)
  • Monitor closely CBT commitments to ensure timely utilization and release of CBT funds
  • Lead on contractor management of CBT suppliers, ensuring all suppliers are regularly reviewed and performance improvement plans implemented where required

Expansion of CBT

  • Contribute to regular assessments of new areas for CBT interventions to ensure the most impactful and suitable modality is implemented
  • Lead on implementation of new modalities and delivery mechanisms where appropriate
  • Ensure AOs have the correct onboarding/sensitisation packages for new beneficiaries
  • With any expansion of CBT, ensure lessons learnt or after action reviews takes place as standard process

Technical capacity strengthening of AOs, Cooperating Partners, and FSPs

  • Identify gaps or weaknesses through regular performance monitoring and post-distribution meetings
  • Design and implement capacity strengthening modules for all relevant stakeholders

Oversight and implementation of FSQ protocols for commodity and value vouchers
• Work with FSQ team to:

  • Create and implement an FSQ protocol for commodity voucher modality that delivers a high level of upstream assurance as well as gives CBT team the agility required to respond to sudden programmatic requirements
  • Understand the FSQ issues with commodities in the open market and ensure policies are in place to manage and control commodity distribution through vouchers

Market mapping/analysis

  • Using existing/newly developed tools, work with the CBT Market Development & Innovations team to conduct market diagnosis (in-depth market analysis and supply chain network mapping) to identify main inefficiencies and opportunities to strengthen local markets

National staff capacity strengthening

  • Empower staff within the team to take ownership of their roles and responsibilities while paying close attention to any areas where they need training/guidance
  • Foster a culture of sharing and learning from best practices to enhance overall performance

STANDARD MINIMUM QUALIFICATIONS

Education: 

  • Advanced University degree (Master) in International Relations, Supply Chain, Economics, Business Management, or related fields.
  • or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least five (5) years of relevant postgraduate professional work experience in CBT operations in large scale humanitarian contexts.

Desirable Work Experience:

  • Demonstrated experience implementing CBT in emergency context.

Knowledge and Skills:

  • Behavioural competencies: leads by example with integrity, drives results and delivers on commitments, fosters inclusive and collaborative teamwork, applies strategic thinking, builds, and maintains sustainable partnerships.

Language:

  • Fluency (level C) in English language.
