ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE
The incumbent will work directly with the Deputy Head of Supply Chain in Afghanistan to achieve its objective, complementing ongoing corporate initiatives, supporting partners in the achievement of SDGs and emphasizing WFP’s contributions in this regard.
The incumbent will manage a diverse portfolio and is expected to exercise a high degree of independence and be a self-starter on new initiatives.
KEY ACCOUNTABILITIES (not all-inclusive)
The Supply Chain Officer will be responsible for the following activities:
- Oversee tailored and best-fit logistics support to enable partners to implement their programs through the Logistics Working Group, Bilateral Service Provision, and Emergency Preparedness and Response
- Lead the development of a logistics partnership strategy to enable WFP Afghanistan Supply Chain to identify, develop and strengthen quality partnerships
- In coordination with BPU and the SC Funds Management unit, ensure funding availability against requirements, provide expenditures oversight and ensure that spending analysis is provided for Activity 7 for Supply Chain common services
- Supervise, guide, and develop more junior staff, acting as a point of referral and supporting them with more complex analysis and queries
LOGISTICS WORKING GROUP
- Ensure appropriate inclusion and coordination with all humanitarian partners through establishment/maintenance of appropriate sectoral coordination mechanisms, and representation at OMT, ICCT, and ad hoc coordination forums
- Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the HC and other actors
- Ensure effective and coherent sectoral needs assessment and analysis, involving all relevant partners
- Ensure adequate contingency planning and preparedness for new emergencies
- Ensure that humanitarian responses build on local capacities
- Promote/support training of staff and capacity building of humanitarian partners
- Oversee the development of SC Physical Access Monitoring to better inform supply chain and partner operations; develop preparedness and response measures; and explore partnerships with external actors
- As agreed by the IASC Principals, sector leads are responsible for acting as the provider of last resort (subject to access, security and availability of funding) to meet agreed priority needs and will be supported by the HC and the ERC in their resource mobilization efforts in this regard
EMERGENCY PREPAREDNESS AND RESPONSE
- Act as the emergency preparedness and response (EPRP) CO focal point for both WFP supply chain and interagency responses, follow emergency logistics preparedness practices, participate in the preparation of CO Logistics Emergency preparedness and Response projects to ensure WFP are able to quickly respond and deploy NFI and food to affected areas when required as well as lead interagency responses
- Support and guide the CO to implement corporate guidance and tools to improve Supply Chain Emergency Preparedness & Response
- Provide coordination support and guidance to other CO units for emergency preparedness and response (EPRP) for the country office
BILATERAL SERVICE PROVISION
- Lead the development and implementation of Bilateral Service Provision plans and procedures, in line with the global WFP supply chain strategy and the BSP policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening
- In the framework of Service Provision to WFP’s Partners, encourage and support the design, planning and implementation of service systems, including preparedness planning, systems design, staffing proposals, and team trainings
- Champion new project proposals from concept, project design, and planning
- Ensure that the WFP Afghanistan service provision portfolio is effectively implemented according to procedures and policies with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness
STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field.
- Or First University degree with additional years of related work experience and/or training/courses.
Experience:
- At least five years of postgraduate professional experience in Supply chain, Logistics, Procurement.
Desired Work Experience:
- Experience in managing an area of supply chain operations including coordination with internal and external stakeholders
- Progressively responsible experience in supply chain with WFP at the country level, including design, budget, retail, contracting, monitoring.
- Has explored new partnership opportunities, provided inputs into developing solutions with prospective partners and explored new areas to scale-up existing activities.
- Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations
- Experience identifying operational risks and maintaining documentation on emergency preparedness
- Experience in implementing approved corrective actions to improve performance and monitoring progress
- Experience supervising professional staff
Knowledge and Skills:
- Has provided advanced technical support and identified opportunities for service delivery excellence to strengthen partnerships
- Has motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment
Language:
- Fluency (level C) in English language.
