In West Africa, diasporas play a growing role in the economic and social development of their countries of origin. Their contributions, particularly through remittances, productive investments, skills transfer, and community initiatives, constitute a strategic resource for the region’s states. According to World Bank data, remittances to sub-Saharan Africa have reached record levels in recent years, often exceeding official development assistance and foreign direct investment in some countries. 

In this regional context, Mali stands out for its particularly active diaspora, particularly in France, which hosts the largest Malian community abroad. This diaspora contributes significantly to the country’s economic, social, and cultural fabric through regular remittances, local development projects, investments in key sectors, and transnational solidarity actions. The importance of remittances for the Malian economy has increased over the past ten years. In 2024, remittances to Mali reached USD 1.2 billion, representing 5.56% of GDP. In 2025 , formal transfers represented 5.6% of Mali’s GDP (World Bank, 2020), excluding the informal sector.  

However, despite their importance, these contributions remain poorly documented, insufficiently coordinated, and sometimes underutilized in public policies. ​Aware of these issues, the Government of Mali created a dedicated ministry in 2004, now called the Ministry of Malians Living Abroad and African Integration (MMEIA), and adopted its National Migration Policy (PONAM) in 2014. It is supported in its efforts by its technical and financial partners, including the International Organization for Migration (IOM). The result is a plurality of national and international, public and private actions in favor of individual or collective, productive or non-productive investment by Malian diasporas. Of particular note is the holding in July 2025 of the International Diaspora Forum (FID), an ambitious forum dedicated to productive investment by the diaspora. This event brought together members of the Malian diaspora, institutional stakeholders, as well as private and public investors, with the aim of promoting concrete investment opportunities and creating strategic synergies. Key objectives of this forum include achieving better coordination between stakeholders, increasing the value of the diaspora’s skills and resources, and increasing investment and partnership initiatives for the country. Furthermore, developing a roadmap based on a concerted approach and concrete recommendations would facilitate the implementation of targeted, sustainable, and inclusive actions, while strengthening the adaptability of national policies to the real needs of the Malian diaspora and development. 

It is with this in mind that the present mission of “  mapping and evaluating trends in contributions and investments of the Malian diaspora in France  ” is carried out within the framework of the project “Streamlining the engagement of the diaspora to catalyze private investments and entrepreneurship with a view to greater resilience” .   

This project, whose main objective is to strengthen private sector development, economic growth, and social and climate resilience in eight African states in transition, including Mali, through their diaspora. This objective is aligned with IOM’s approach, which considers migration as a lever for development for all stakeholders.  

This intervention targets eight (8) transition states with a significant diaspora: Gambia, Liberia, Madagascar, Mali, Somalia, South Sudan, Togo and Zimbabwe, selected from 22 African transition states identified based on the existence of replicable diaspora mobilization initiatives for private sector development. 

Implemented by IOM and co-funded by the African Development Bank and the African Union, this initiative follows a study jointly commissioned earlier in 2022 by IOM and the AfDB on “Inclusive Diaspora Mobilization to Accelerate Human and Economic Capital for Strategic Sector Development in Africa.” 

The SDE4R project is part of this dynamic by proposing a structured framework to channel the human and financial resources of the Malian diaspora towards local development initiatives, particularly in rural areas and among vulnerable populations. 

In this context, it is essential to have an up-to-date mapping and an in-depth analysis of investment trends and contributions of the Malian diaspora in France. This mission aims to fill this gap in strategic information by identifying key actors, preferred investment sectors, resource mobilization mechanisms, as well as the challenges and opportunities related to diaspora engagement. 

The mapping and assessment mission will cover the following elements: 

Identification of profiles and typologies of actors of the Malian diaspora in France  (associations, entrepreneurs, individual investors, etc.). 

Analysis of the forms of contributions  (human, social, cultural, economic) and sectors of intervention (education, health, infrastructure, agriculture, etc.). 

Assessment of recent trends  in investment and community engagement. 

Census of mechanisms for mobilizing and channeling resources  to Mali (formal and informal channels). 

Identification of obstacles and levers  to strengthen the impact of diaspora contributions. 

Formulation of strategic recommendations  to improve the coordination, promotion and integration of diaspora contributions into national development policies.

Project title: Mission to map and assess trends in contributions and investments from the Malian diaspora in France. 

Responsibilities

Objectives of the study:

The main objective of the study is to understand the composition and distribution of the Malian diaspora in France, with a specific focus on its characteristics, skills, associative networks, areas of intervention and challenges encountered. This exercise aims to inform policies and interventions related to the engagement of the diaspora in the inclusive and sustainable development of the country, particularly through the mobilization of their economic, human, social and cultural resources. The study will identify recommendations to facilitate this engagement, and will guide the implementation of a proposed capacity building plan for government actors in this area,  

 

Methodology: 

To ensure the scientific rigor and relevance of the expected results, the methodological approach for this study should be based on a combination of documentary analyses, targeted consultations, and field data collection mechanisms. This collaborative process, mobilizing both varied expertise and appropriate tools, would provide a clear and comprehensive vision of the dynamics of the Malian diaspora, its networks, and its challenges in France.  

Emphasis should be placed on the coordination and validation of research tools, the ongoing involvement of stakeholders and regular monitoring of the study’s progress, thus ensuring consistent progress towards the defined objectives.

Establish a monitoring committee comprising members of relevant government institutions and civil society organizations. 

Literature review  : Analysis of existing documents. 

Interviews with experts  : Meetings with key stakeholders, technical structures of government authorities and civil society organizations 

Qualitative and quantitative surveys  : Field data collection. 

Research Coordination  : Consultation with the IOM Data Analysis Team and Project Management Team for validation of the methodology used to conduct the research, including the bibliography, identified technical structures and survey questionnaires and other data collection tools;  

Bi-monthly follow-up meetings during project implementation. The consultant will incorporate recommendations, suggestions and modifications proposed or requested by the IOM data analysis team and the project management team;  

Reporting bi-monthly and as needed to the technical team on project progress; 

Expected deliverables 

The work plan/start-up report specifying the schedule of the consultancy mission as well as the methodological note;  

Selective bibliography of legal texts and documentation relevant to the study; 

The exhaustive list of technical structures to be met, including the identification of the respective focal points;  

A roadmap with a draft of the strategic plan for diaspora engagement. 

A detailed analysis of members of the Malian diaspora in France  

Mapping Malian Diaspora Associations in France: Identifying and Aligning Current and Planned Interventions with Diaspora Investments.  

A complete inventory of Malian associations in France, and an assessment of their needs to guide specific initiatives for local development and youth entrepreneurship. 

Mapping diaspora structures at the local level: Document diaspora-led organizations and initiatives at the national level. Identify gaps and identify a plan to strengthen their capacities. 

A comprehensive report identifying the main multidimensional challenges (institutional, technological, socio-cultural, economic) hindering the participation of the diaspora in the socio-economic development of Mali, together with practical recommendations to remove these obstacles. 

The creation of a structured and accessible database bringing together diaspora networks, associations and organizations, thus facilitating the implementation of partnerships and targeted initiatives. 

The organization of the national/international workshop for restitution and validation of the study in order to inform national policies and frameworks and propose a roadmap to facilitate the mobilization of investments from the diaspora.  

The final report incorporating the recommendations from the restitution and validation workshop on the main areas of the study;

Qualifications

Education

Have completed at least a Master’s degree in economics, social sciences, marketing, business administration, agribusiness, environmental engineering, international trade, sustainable development or a related field from an accredited academic institution.  

Experience

Proven experience of at least 5 years in the collection and analysis of quantitative data; 

Proven experience in collecting and analyzing qualitative data; 

Proven experience of at least 5 years in project consulting, particularly in the field of migration and/or development; 

Demonstrated skills and experience in quantitative and qualitative research methods; 

Strong conceptual and analytical skills; 

Excellent writing skills in French and the ability to deliver quality studies within the required deadlines; 

Good experience in research related to diaspora engagement is considered a major asset. 

Skills

Excellent knowledge of the Malian Ivorian diaspora in France; 

Residence in French territory will be considered an advantage; 

A good command of English and local Malian Ivorian languages ​​is considered an asset.
