ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

 

To provide technical support on the development, maintenance, testing and implementation of a portion of IT solutions in line with business requirements.

KEY ACCOUNTABILITIES (not all-inclusive)

 

  • Write program code to support the development and implementation of efficient and effective IT solution components.
  • Keep up-to-date technical systems documentation and guidelines for developed IT solutions to support systems maintenance.
  • Perform unit and integrated testing of new, enhanced, or fixed code to ensure completeness and adherence to technical specifications.
  • Assist in the installation, configuration and customization of IT systems ensuring compliance with WFP’s IT standards, guidelines, and procedures.
  • Assist in the release of IT systems and provide early life support to prepare for and enable proper use of the IT solution.
  • Resolve users queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided.
  • Design and develop database architecture, modifying databases and products according to client needs.
  • Contribute to the analysis of outcome data and recommend improvements to program interventions and to enhance WFPs ability to demonstrate outcome focused results.
  • Automate repetitive tasks using MSPP and other scripting tools and technology to improve efficiency and streamline processes.
  • Design and develop local applications and tools using WFP standard technology stack to support business operations and improve productivity.
  • Collect and collate data, provide data analysis and visualization support on country office level, developed variety of Dashboards for management decision making.

  • Manage and administer databases using SQL , MySQL, and PostgreSQL to ensure data integrity and availability.
  • Query and analyses data to extract insights, generate reports, and support decision-making.
  • Possess a strong understanding of development frameworks and platforms such as .NET,Node.js,React, to utilize these frameworks to build robust and scalable web applications and services.
  • Collaborate with cross-functional teams to identify and implement technical solutions.
  • Close coordination with IT team (Service Desk, SCOPE support, Telecom) on daily support.
  • Deployment IT new, update infrastructure, visit and survey of the remote offices in Kabul and act accordingly.
  • Install, configure and setup WFP standard software/application packages for end user’s computer.
  • When required visit and survey of field offices for IT support and make sure all service is running with reporting the issue.
  • Carry-out system and equipment maintenance tasks, such as: System backup, System Protection and System Security.
  • Monitor WFP Corporate Apps, system security, and make sure all systems are up to date and complied with WFP security policy

STANDARD MINIMUM QUALIFICATIONS

 

Educations:

 

  • Completion of secondary school education.

Higher education in lieu of work experience

Relevant, completed university degrees may be considered in lieu of experience with the following conversions:

  • Completed Master’s degree: Equal to 1 year of work experience.
  • Completed Bachelor’s degree: Equal to 2 year’s work experience.
  • For female applicants, 1 or 2 years’ experience may be granted for partly completed studies prior to 2022.

 

Experience:

 

  • At least 6 years of progressive relevant work experience out of which at least 3 years in Information Technology.

 

Desired Experience:

 

  • Experience in implementing automation and digitalization initiatives.
  • Has aided IT team members in building technical skills and staying abreast of industry developments.
  • Has gained knowledge of technical issues through exposure to IT operations.

 

Knowledge and Skills:

 

  • Knowledge of agile development methodologies and DevOps practices.
  • Automation and Business Process Management (BPM) knowledge and skill.

  • Advance knowledge of Python with Django/Flask or Pyramid framework, PHP with Zend Framework.
  • Advance understanding of SQL/ PostgreSQL /MySQL configuration, backup & recovery.
  • Able to work with Drupal CMS (Content Management System).
  • Good knowledge of data analysis and Tableau/Microsoft PowerBI and Microsoft power platform .
  • SugarCRM experience and knowledge is advantageous.
  • Cloud Services and Platforms knowledge and skills like AWS, Azure
  • Understanding of Development Frameworks and Platforms: .NET, Node.js, React, Laravel
  • Develop Standard Operating Procedures for managing and maintaining the database.
