Job Description:
The Laboratory Supervisor is responsible for planning, supervising, and ensuring the quality and continuity of laboratory services at supported health facilities. The position supports target setting, activity planning, staff supervision and training, and ensures uninterrupted availability of laboratory supplies and equipment. The role oversees implementation of laboratory activities, identifies gaps, and proposes appropriate technical and operational solutions in line with BPHS, MoPH standards, and SAFE Project objectives.
Specific Responsibilities:
- Assist in preparing the annual action plan for supervision of laboratory services based on the project work plan.
- Conduct routine supervision of laboratory activities at health facilities and provide on-the-job training to laboratory technicians.
- Ensure continuous availability of essential laboratory supplies, reagents, consumables, and equipment at all supported health facilities.
- Assess and evaluate laboratory services to ensure compliance with approved plans, policies, MoPH guidelines, and standard operating procedures (SOPs).
- Assist in feasibility assessments of new or upgraded laboratory service sites as required.
- Assess and obtain a clear understanding of the essential technical and administrative needs of laboratory units at health facilities.
- Identify staff training needs and capacity gaps among laboratory personnel and propose appropriate capacity-building interventions.
- Identify specific logistics needs, including laboratory equipment, reagents, consumables, safety materials, and waste management supplies.
- Ensure health facilities have functional, well-organized, and properly equipped laboratory units.
- Review laboratory inventories, stock records, and supply requests submitted by health facilities.
- Ensure proper storage, handling, and usage of laboratory supplies and reagents according to standards.
- Supervise, evaluate, and follow up on the performance and output of laboratory staff at health facilities.
- Ensure adherence to infection prevention and control (IPC), biosafety, and waste management protocols within laboratory settings.
- Ensure laboratory reports, registers, and data are accurately completed and submitted on time.
- Provide on-the-job training and facilitate SAFE Project–related trainings for laboratory staff.
- Coordinate external training and capacity-building opportunities for laboratory technicians in collaboration with relevant organizations and authorities.
- Communicate all technical instructions and guidelines from the field office to health facility laboratory staff.
- Conduct staff motivation, mentoring, and performance support activities.
- Participate in meetings with authorities, facility management, and community representatives when required to support laboratory-related activities.
- Support outbreak response, disease surveillance, and emergency laboratory activities as assigned.
- Collect, compile, and submit supervision reports, findings, and recommendations from field visits.
- Ensure proper inventory management and maintenance of laboratory assets and equipment.
- Perform any other project-related tasks assigned within the scope of the SAFE Project.
- Perform any other duties assigned by the line supervisor.
Job Requirements:
- Minimum two (2) years of proven field experience in BPHS or similar health projects.
- Medical Doctor, Laboratory Science, or Nursing degree from a recognized institution (with relevant laboratory experience).
- Strong technical knowledge of laboratory procedures, quality assurance, and biosafety standards.
- Strong communication and supervisory skills.
- Fluency in English and Pashto, with excellent speaking and writing skills.
- Proficient computer skills, including word processing, spreadsheets, and report preparation.
