A vital forum for encouraging communication and cooperation on development efficacy between the government and development partners is the Local Consultative Group (LCG). It serves as a link between representatives of foreign financial institutions, government officials, and UN organizations. They may discover and resolve implementation issues, conduct candid conversations about national development strategies, and eventually accomplish common objectives via this platform.

The LCG’s working groups (WGs) are essential to its efficacy. As specialized focus groups, these working groups address certain industries or areas of thematic development. They offer a useful forum for information sharing, encouraging teamwork and advancing policy debates. Consider them as task groups that collaborate to expedite and enhance development initiatives, each with a distinct area of expertise.

The LCG was recently restructured in recognition of the need for more efficiency. In order to better fit with the aims of the current national development plan, this required reducing the number of working groups to 14. The goal of this calculated action is to increase the efficiency of the LCG overall as well as of the individual WGs.

However, a solid coordination base is necessary to guarantee the WGs’ success. The Economic Relations Division (ERD) of the government, development partners, and the working groups themselves must all collaborate and communicate effectively. The performance of the WGs will also need to be regularly monitored and evaluated. This makes it possible to make changes, guaranteeing that the WGs continue to produce significant outcomes and stay in line with national interests.

A special secretariat is being formed to bolster the LCG process even further. As a support structure, this secretariat will collaborate closely with the LCG leadership to enhance stakeholder cooperation. A consultant will also be hired to help the secretariat with a variety of duties. Think of this consultant as a very competent assistant who handles logistics such as planning meetings and activities, creating paperwork, and—above all—assessing the WGs’ performance. This all-encompassing strategy guarantees the LCG and its WGs run smoothly, which eventually results in a more effective and significant development process.

For a one-year term, the LCG Secretariat and the Development Cooperation Effectiveness Working Group (DCE WG) are looking for a highly motivated individual to provide complete support. Within the LCG framework, this position presents a special chance to support enhanced coordination, communication, and knowledge management.

Responsibilities

In essence, the LCG Analyst will be a driving the communication, strengthened coordination, and effective knowledge management within the LCG framework. Their year-long contribution will be instrumental in fostering a well-informed and engaged audience, paving the way for a more successful and impactful development process.

The ‘LCG Coordination and Communication Analyst’ will direct report to the Head of PMPSU.
The incumbent will be responsible for the following tasks:

Streamlining Communication:

  • Organize various LCG events, including meetings and consultations.
  • Act as a bridge between the LCG Secretariat and the leads of the LCG Working Groups.
  • Ensure all stakeholders are kept informed and engaged.

Strengthening Coordination:

  • Maintain clear and organized documentation for the LCG Secretariat.
  • Manage day-to-day tasks and foster effective coordination with the lead ministry.
  • Ensure a unified and efficient approach to development efforts.

Enhancing Knowledge Management:

  • Leverage their expertise to provide technical and advisory support in developing various LCG communication materials.
  • Develop advocacy materials, reports, knowledge products, and publications.
  • Review and finalize content for the LCG website, ensuring accuracy and clarity for the audience.

Optimizing the LCG Website:

  • Regularly publish news and updates about LCG activities, keeping the audience informed of the latest developments.
  • Manage the e-newsletter section, ensuring timely delivery of relevant and engaging information to subscribers.
  • Contribute to a user-friendly website design with easily accessible information, enhancing the overall user experience.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Advanced University Degree (master’s degree or equivalent) in Development Studies/Marketing or related discipline is required, or
  • A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in Marketing/partnership coordination and stakeholder engagements.
  • Professional experience in managing working relationships with the ministries of Government of Bangladesh.
  • Demonstrated experience in drafting/ writing content for press releases, policy briefs, website management/ social media in a clear and concise manner is essential.
  • Understanding and proficiency in using digital tools and platforms for communication and outreach is mandatory.
  • Experience in ability to track progress, assess effectiveness, and prepare reports based on findings and create actionable coordination intelligence based on primary and secondary research and data analysis is an asset.
  • Previous experience working with local or international development organisations will be an asset.
  • Familiarity with UN/UNDP policies, programme frameworks and procedure specifically related to external and internal communications and visibility will be an asset.
  • Excellent organisation skills.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries;

Required Languages

  • Fluency in English and Bangla is required.
