Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement) together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. For the next decade the organization will be guided by the principles set out in the IFRC Strategy 2030: Platform for change -global reach, local action.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into several main divisions: (i) National Society Development and Operations Coordination NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization (GRHDD); and (iii) Management Policy, Strategy and Corporate Services (MPSCS).
The IFRC has five regional offices based in the following locations: (i) Africa Region, in Nairobi, Kenya; (ii) Asia Pacific Region, in Kuala Lumpur, Malaysia; (iii) Middle East and North Africa Region, in Beirut, Lebanon; (iv) Europe Region, in Budapest, Hungary; and Americas Region, in Panama City, Panama. The Syria conflict continues to be the largest and most complex humanitarian crisis in the world resulting in internal and external displacement, loss of thousands of lives and severe damage to infrastructure, roads, buildings and livelihoods. Currently, over five million Syrian people are displaced in neighbouring countries, including Egypt, Iraq, Jordan, Lebanon, Türkiye and in North Africa. Türkiye alone hosts about 3.9 million registered refugees – including people from Syria, Somalia, Iraq, Iran, and Afghanistan – making it the host country with the largest refugee population in the world.
The Turkish Red Crescent Society (TRCS) has played a leading role in helping refugees in Türkiye, The TRCS has reacted immediately to the influx of Syrians and other refugees by deploying staff and volunteers and organizing dedicated structures to receive and protect the people in need and provide a first-line response. The IFRC continues to support the TRCS in its response to the growing humanitarian needs in Türkiye resulting from the Syrian and other concurrent crises. IFRC is also supporting TRCS to respond to the humanitarian crisis in Ukraine, providing financial resources to Turkish Red Crescent to address the needs of Ukrainian refugees that sought refuge in Türkiye.
On February 6th, 2023 two powerful earthquakes struck South East Türkiye with devastating effects: more than 50.000 people died and economic losses were estimated at more than USD 100 billion making it the biggest disaster to affect the country in a century. IFRC launched and Emergency Appeal (MDRTR004) to support Turkish RC relief and recovery efforts in the affected area during the coming 2 years.
Job Purpose
Background
Cash and Voucher Assistance (CVA) is widely recognized as an appropriate and effective tool to support populations affected by disasters. The Red Cross Red Crescent Movement has increased the distribution of cash instead of, or in combination with, the distribution of relief items, over the recent years. Tools and guidance for a CVA has been developed to support the design and implementation of cash-based responses, and a large pool of practitioners have been trained.
Turkish Red Crescent Society has been investing in building the capacity of both HQ and field staff as well as offering opportunities to other Movement Partners. As part of this continuous effort, TRCS will host a PECT training in October/November 2024. The training will follow the training concept developed by the Movement and introduce the Red Cross/Red Crescent Movement Cash in Emergencies Toolkit, processes and minimum standards and will include an in-depth table-top exercise taking participants through the key steps of a cash-based emergency response operation.
The target audience for the training is TRCS and IFRC Turkey staff involved in CVA or expected to engage in future CVA interventions. A few seats will be made available for PNS, IFRC and ICRC participants from Europe region.
The objective of the PECT is to build the capacity of CVA Specialists in CVA design and implementation and for CVA specialists to be equipped with the necessary knowledge, skills and tools to implement a CVA project following a disaster, including:
A more in-depth understanding of cash and voucher transfer programs
Improved capacity to evaluate the appropriateness of CVA compared to other response mechanisms
An insight on how to work with different types of CVA in a range of contexts and sectors
The ability to improve the effectiveness of CVA though improved skills on design, implementation coordination, monitoring and evaluation
Practical, hands-on experience using CVA programmatic tools including CVA planning, design and management tools
Greater skills and confidence to manage CVA throughout the project cycle
The confidence to determine transfer types, amounts, and payment methods
The ability to anticipate and mitigate potential CVA bottlenecks
An understanding of the basics of coordination and humanitarian standards that relate to CVA
Objectives
The objective for the consultancy is to plan and act as lead facilitator for the PECT training in Türkiye in October/November 2024, supported by five co-facilitators. TRCS may appoint observer facilitators for this training to provide more hands-on experience for their staff to increase their facilitating capacity for the future trainings.
Job Duties and Responsibilities
Timeframe
The training will take place 28 October – 2 November 2024. Prior to the training, the lead facilitator will plan the training in coordination with co-facilitators.
3 days will be dedicated to preparations, including travel days
6 days will be dedicated to facilitating the PECT

The cost of travel will be covered by the IFRC. All travel arrangements shall be made by IFRC.
The IFRC will contract and pay the consultancy fee and cover travel costs and other expenditures related to the training according to IFRC travel policy. The payment will be delivered after the completion of the training and upon submission of invoice and receipts.
Education
Required
Advanced degree in Humanitarian Studies, International Development, Disaster Management, or a related field.
Experience
Required
Minimum of 7 years of experience in humanitarian assistance, with at least 5 years specifically in Cash and Voucher Assistance (CVA).
Proven experience in designing and facilitating training programs, particularly in CVA.
Experience working with the Red Cross Red Crescent Movement is highly desirable.
