In force since 2013, the history of the AMEXCID-UNDP Cooperation Program (PROCAP) is linked to the establishment of the Mexican System of International Development Cooperation, contributing to the implementation of Sustainable Development Goal 17 “Revitalize the global partnership for Sustainable Development”, with the purpose of supporting AMEXCID’s efforts to transition towards an effective model that reflects the particularities of a Dual Cooperator, both provider and recipient of cooperation in its various modalities, and an Upper Middle-Income Country, in accordance with its own priorities and vision, within the framework of the 2030 Agenda for Sustainable Development.
In its Third Stage (2019-2025), the Cooperation Program promotes International Development Cooperation (IDC) as an instrument to achieve the development priorities included in the 2019-2024 National Development Plan, particularly aligned with the commitment to “Conduct foreign policy in accordance with constitutional principles and articulated with domestic policy priorities,” with IDC being one of the seven principles of Mexico’s foreign policy.
Specifically, support will be provided to AMEXCID’s efforts to consolidate its institutional capacity, aimed at developing its national capacities, strengthening its DIC policy, both in terms of its reception and provision, and establishing strategic alliances with other relevant actors (such as the private sector, academia, civil society organizations, and other multilateral and bilateral cooperation agencies present in Mexico that are making complementary efforts) through innovative development cooperation schemes. In addition, support will be provided to the Agency’s contribution to the implementation of the Comprehensive Development Plan.
The above is aimed at strengthening AMEXCID’s six axes of action (sports diplomacy; citizenship diplomacy; scientific and technological diplomacy; business economic diplomacy; educational diplomacy; and humanitarian diplomacy), its new structure (coordination of international cooperation policy; project analysis and evaluation; project implementation), as well as Mexico’s priorities as both a host and provider of CIDs.
The overall objective of the AMEXCID-UNDP Cooperation Program (PROCAP) is to consolidate AMEXCID’s institutional capacity to strengthen South-South Cooperation in Mexico through four outcomes:
1. Development of institutional capacities for managing CID;
2. Strengthening Mexico’s CID policy, both in terms of reception and provision;
3. Promotion of strategic alliances for development;
4. Support for the implementation of the Comprehensive Development Plan.
Scope of Work:
1. Assist in the review of communications, contracts, and all types of documents.
2. Assist in legal matters between AMEXCID, the corresponding areas of the Foreign Ministry, and other federal public administration agencies.
3. Support and advise AMEXCID areas and other areas of the Ministry of Foreign Affairs on legal matters related to international development cooperation.
4. Assist in legal matters related to organizational and operational modifications of AMEXCID.
5. Assist in assigned activities to address inquiries regarding international development cooperation.
Institutional Agreement:
The Legal Assistant in Cooperation will be part of the operational structure of the Executive Directorate of AMEXCID, in the area responsible for authorizing, coordinating and supervising the programs, projects and actions carried out by the administrative units and decentralized administrative bodies of the Secretariat, in matters of scientific, educational, technological, sports, economic and business cooperation, in citizenship and culture, humanitarian assistance and international aid, in accordance with the policies dictated by the Secretary and in accordance with the Law on International Cooperation for Development, the National Development Plan and the International Cooperation for Development Program.

Minimum requirements:
Minimum Academic Requirements:
- Bachelor’s degree or Bachelor’s degree in Law, Administration, Social Sciences or similar.
Minimum Years of Experience:
- For candidates with a 4-year bachelor’s degree, and for candidates with a completed bachelor’s degree, 1 year of experience in legal matters.
