Job Summary

The Livelihoods Officer will work under the direct supervision of the Area Manager and in close collaboration with head of the ABADEI-II programme. The livelihood officer shall focus on income-generating activities including MSMEs. The Livelihoods Officer will have the following duties and responsibilities..

Duties & Responsibilities

The Livelihoods Officer will work under the direct supervision of the Livelihood Associate in and in close collaboration with the Area Manager. The Livelihoods Officer will have the following duties and responsibilities:

• In collaboration with DFA/ government, RPs, and service providers identify existing livelihood assistance opportunities, support review of existing Income-generating activities, and facilitate identification of potential income-generating activities by beneficiaries within Bamyan, Daikundi and Ghor provinces, and advice on ways in which they can be integrated into the CHR programs.

• Facilitate and mobilize government and displacement-affected communities, including IDPs and returnees for identification of beneficiaries, selection and planning of income-generating activities.

• Support formulation of MSMEs, CFW and LVGs assignments focusing on improvement of female livelihood: collect field level information, conduct survey/ analysis, and preliminary mapping of the beneficiaries.

• Assess the existing livelihood practices in the target communities within Bamyan, Daikundi and Ghor; assess to what extent these practices consider future climate change scenarios.

• Support identification of new livelihood activity sites, conduct baseline analysis and consult with the local communities.

• Carry out a preliminary costing exercise along with a calculation of potential beneficiaries (individuals or households), which will feed into the Total Budget and Work Plan of the project document.

• In collaboration with RPs and service provider, provide appropriate training, mentoring, and coaching, a business plan, management, financial recording, marketing, and technical skill training to beneficiaries.

• Facilitate dialogues with development partners, DFA and RPs to formalize a partnership agreement for their contributions during project implementation.

• Collect inputs for communication and advocacy purposes; Contribute towards the income-generating activities visibility and communication plan including relevant case stories, success stories, newsletters, pictures, photographs, and lessons learned and IEC materials development.

• Visit at least 3 project sites per week with monitoring purposes; In collaboration with the project team and Monitoring and Evaluation Unit, monitor and evaluate the progress of activities, the impact of programming and drawing up lessons learned; and implement suggestions to improve performance and the necessary adjustments to the work plans.

• Collect and document all the necessary income-generating activities information disaggregated by sex and age composition of targeted households and their family on project activities for reporting, sharing, and learning, and carry out tasks associated with gender mainstreaming in livelihood activities.

• Facilitate environmental and social impact assessments for livelihood activities.

• Compile and submit weekly/bi-weekly, monthly, quarterly, semi-annual, and annual reports highlighting any constraints to project implementation and possible solutions.

• Perform any other duties as required by the supervisor.

Payment: Monthly bases

Travel Cost and DSA: The salary is inclusive of travel cost and DSA

Duration of the assignment: 2 Months

Duty station: Central Highland (Bamiyan, Daikondi and Ghor).

Job Requirements

Experience and Skills: Bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields

Experience and Skills:

• 3 years of experience with Masters degree or 7 years of experience with Bachelor’s degree

• Proven skills to conduct assessment and analysis of market/Livelihoods related activities.

• Experience in value chain development and analysis.

• Experience in access to finance and saving groups.

• Experience in disaster resilient / Natural resource management projects.

• Experience with national / INGO experience in the related field.

• Strong knowledge and understanding sub-national institutional contexts of Afghanistan.

Competencies: 

• Strong interpersonal and communication skills.

• Good oral and analytical communication and writing skills

• Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

Language Requirements:

Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
