Job Summary
The incumbents will be assisting the Area Manager in coordination with provincial administration in such a way that implementation challenges are avoided. The incumbents will be responsible for providing full support in implementation of the UNDP ABP activities in the respective region and provide technical support in implementation of agriculture/livelihood focused activities.
Duties & Responsibilities
The Livelihoods Officer will work under the direct supervision of the Livelihood Associate in and in close collaboration with the Area Manager. The Livelihoods Officer will have the following duties and responsibilities:
Data Collection and Needs Assessment:
• Conduct assessments and identify needs at the community level in targeted communities in the North region.
• Conduct assessments of saving groups’ capacities and maturity and provide immediate capacity development needs.
Monitoring and Evaluation:
• Monitor implementation and monitoring of livelihood projects, farm, non-farm and access to finance.
• Ensure implementation of monitoring visit recommendation while on site if possible.
• Document issues using field visit reports and other reporting tools, log issues and follow-up on implementation of recommendations.
• Ensure GRM tools and access is provided to beneficiaries and local communities and facilitate a transparent environment to ensure that grievances are reported.
• Ensure the project logs, knowledge products are well maintained and high-quality reports are prepared.
Capacity Development and Technical Guidance:
• Provide technical support to design livelihood projects in line with programme outputs.
• Provide technical guidance to implementing partners on market linkages, value chain development in agriculture/MSMEs, saving groups and access to finance.
• Contribute to technical documents/specifications for market surveys and beneficiary training.
• Ensure that livelihood interventions have integration, sustainability, and high value for money.
• Provide inputs to technical documents.
• Identify and develop impact and human-interest stories.
• Ensure the visibility of UNDP interventions in the field along with acceptance.
Coordination and Communication:
• Maintain good working/professional relations with partners.
• Ensure UNDP projects have synergy with other actions in the same implementation area.
• Perform any other duties as required by the supervisor.
Payment: Monthly bases
Travel Cost and DSA: The salary is inclusive of travel cost and DSA.
Duration of the assignment: 3 Months
Duty station: Mazar with travel to other provinces in North region.
Job Requirements
Experience and Skills:
Bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields
Experience and Skills:
• At least 3 years practical experience in livelihood / agriculture & access to finance specific interventions with Masters’ degree and 7 years of experience with Bachelors.
• Proven skills to conduct assessment and analysis of market/Livelihoods related activities.
• Experience in value chain development and analysis.
• Experience in access to finance and saving groups.
• Experience in disaster resilient / Natural resource management projects.
• Experience with national / INGO experience in the related field.
• Strong knowledge and understanding sub-national institutional contexts of Afghanistan.
Competencies:
• Strong interpersonal and communication skills.
• Good oral and analytical communication and writing skills
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.
Language Requirements:
Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
