Recurring epidemics in Africa highlight the need for effective surveillance and response systems for health emergencies, and for cooperation between countries, to limit the human and economic impact. The Government of the Democratic Republic of Congo has thus obtained from its technical and financial partner, the World Bank, a financing of approximately 250 million US dollars (250 US dollars) for the implementation of the Health Emergency Preparedness, Response and Resilience Project using the multi-phase programmatic approach in the Democratic Republic of Congo (P504532).
The Health Emergency Preparedness, Response and Resilience Program using the multi-phase programmatic approach is multi-sectoral and aims to strengthen national and regional capacities to combat disease threats at the human-animal-environment interface, the source of most of the known new epidemic-prone pathogens.
The Ministry of Public Health, Hygiene and Prevention will assume overall responsibility for implementing the program. It will be managed by the Project Coordination Team (PCT), whose institutional anchor is the General Secretariat of Health. To this end, the Ministry of Public Health, Hygiene and Prevention will work closely with the Ministry of Environment and Sustainable Development and the Ministry of Fisheries and Livestock. The World Bank will provide funding for the project.
The development objective of the program is to strengthen health system resilience and multi-sectoral preparedness and response to health emergencies in Eastern and Southern Africa.
To achieve this objective, the Program will be implemented through four (4) components which are:
• Component 1. Strengthening the preparedness and resilience of regional and national health systems for the management of infectious diseases
• Component 2: Improving early detection and response to public health emergencies through a multi-sectoral approach;
• Component 3: Project management;
• Component 4: Contigent Emergency Response Component (CERC).
By the nature, characteristics and scale of the activities envisaged as part of its implementation, the HEPRR Project is potentially associated with environmental and social risks and impacts deemed “Moderate”. This is why it is classified as a “Moderate risk project” according to the environmental and social classification criteria of the World Bank’s Environmental and Social Framework (ESF).
The implementation of the activities of components 1 and 2 are most likely to have negative impacts on the environment of the implementation sites. Environmental and social safeguard documents have been developed, including:
• Environmental and Social Management Framework (ESMF);
• Biomedical Waste Management Plan (PGDBM);
• Indigenous Peoples Planning Framework (IPPF);
• Workforce Management Procedures (PGMO);
• Stakeholder Mobilization Plan (PMPP).
For the implementation of environmental measures, the recruitment of a consultant Specialist in environmental protection is planned to ensure the integration and management of environmental aspects in the planning and execution of projects as well as the monitoring of the implementation of the PGES in its environmental aspects on construction sites.
The consultant will work under the direct supervision of the infrastructure coordinator, and in close collaboration with construction companies, the PNHF, the SQAH and other members of the operational order at the points of entry (PoE).
Note: The incumbent will also be responsible for the environmental aspects and activities of the “ Mental Health and Psychosocial Support for Peace in the Democratic Republic of Congo ” project as listed in Annex 10 of the “KfW ENVIRONMENTAL and SOCIAL COMMITMENT PLAN (ESCP)” project with roles and responsibilities similar to the World Bank requirements.

➢ At the level of preparation of sub-projects
- Carry out environmental screening of each sub-project by determining the nature and extent of the problems and, if necessary, the scope of the environmental assessments;
- Develop the terms of reference for the preparation and implementation of E&S instruments (EIES, PGES, Environmental Audit, etc.) in collaboration with the beneficiaries of the sub-projects and the various structures involved in their implementation and ensure the monitoring of their implementation, with emphasis on taking into account aspects of hygiene, health and safety, and the condition of workers;
- Participate in the planning, coordination, analysis and validation of studies and documents relating to environmental safeguarding within the framework of projects;
- Develop the terms of reference for the preparation and implementation of E&S instruments (EIES, PGES, etc.) in collaboration with the beneficiaries of the sub-projects and the various structures involved in their implementation and ensure the monitoring of their implementation, with emphasis on taking into account aspects of hygiene, health and safety, and the condition of workers;
- Monitor and analyze environmental safeguard documents by verifying (i) their quality and compliance with the terms of reference, the environmental and social standards of the World Bank, international conventions and Congolese legislation, and (ii) the consideration of issues relating to health, hygiene and safety
- Review partners’ draft contracts to verify that environmental obligations are taken into account;
- Participate in the process of selecting subcontractors/firms to be involved in studies and work related to environmental safeguards;
- Ensure the appropriation of environmental safeguard (management) documents by project teams, project stakeholders and beneficiaries of the activities of the various Projects.
➢ At the level of implementation of sub-projects
- Ensure compliance with the application of the Environmental and Social Commitment Plan (ESCP) and, if necessary, take initiatives to update it;
- Verify that national and international legal provisions and World Bank environmental standards are taken into account in the conduct of project activities;
- Implement the environmental measures provided for in the environmental safeguard documents as part of the planning, monitoring and environmental follow-up of projects;
- Design and ensure the management (updating, dissemination and management of information, etc.) of the environmental monitoring database relating to the entire project
- Analyze data from monitoring the environmental component of project monitoring and propose measures to improve the environmental management of projects and activities;
- Ensure, in collaboration with E&S specialists, the drafting of periodic reports relating to environmental safeguarding activities of projects;
- Participate in the preparation of PNHF/SQAH/UG PDSS and OIM supervision missions and ensure the implementation of recommendations (relating to environmental safeguard aspects) in the reports of said missions;
- Contribute to any other activity relating to the environmental aspects of the project
- Perform any other tasks assigned by his/her supervisor
Qualifications
- Have a university degree (Bachelor’s, Master’s) in the fields of Environmental Sciences, Natural Sciences (Biology, Natural Resource Management, Sustainable Development) or other similar disciplines, from an accredited institution plus 4 years of professional experience Or,
- Have a higher university degree (Master’s or higher) in the fields mentioned above
- More than 2 years of professional experience
- Professional experience in conducting environmental assessment studies;
- Have carried out or held a key position in the carrying out of at least three (03) environmental assessment and/or management studies (strategic environmental assessment; environmental management framework; resettlement policy framework; environmental impact study; audits; etc.) of development projects financed by technical and financial partners of the Democratic Republic of Congo (ideally including the World Bank);
- Knowledge of operational policy regarding environmental safeguards would be an asset.
- Demonstrate knowledge of risk assessment, health and safety at work (HSS);
- Have carried out field missions in Information / Education / Communication / Environmental Awareness in rural areas.
