Mission and objectives

UNFPA’s global mission is to deliver a world where every pregnancy is healthy and wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA has been operating in Turkey since 1971, currently running its 6th Country Programme in more than 20 provinces. Delivery of accessible and rights-based reproductive health and youth-friendly services particularly targeting vulnerable groups, prevention of child, early and forced marriage, promotion of gender equality, prevention of gender-based violence, in-depth analysis of population dynamics are the main aims of UNFPA 6th Country Programme (2016-2020) and 7th Country Programme (2021-2025). UNFPA works with governments, universities, CSOs and the private sector to support data collection, service delivery, capacity enhancement-trainings, and policy/legislation design. Under the UNFPA Development Programme, two projects regarding prevention of child, early and forced marriage (CEFM) have been implemented.

Context

UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.

The Local Equality Expert will support the design, planning and management of UNFPA’s programmes including humanitarian operations in the assigned provinces according to the approved work plans and UNFPA programme procedures by managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations.

The Local Equality Expert will play an instrumental role in facilitating UNFPA’s programme and Women Friendly Cities (WFC) Phase 3 Programme project implementation, supporting design, planning and management in the provinces where the programme is implemented.

The incumbent will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing and analyzing relevant information, developing appropriate mechanisms and systems and ensuring compliance with procedures.

When necessary, the Local Equality Expert will provide support to UNFPA’s other programmes and coordination work at the provincial level including humanitarian operations.

NOTES:

1) The provinces may vary depending on the project’s needs.
Van is selected as the duty station for this assignment, with frequent travel to Kars expected.

2) It is planned to extend the UNV contract of this assignment for an additional 6 months following the initial 6-month period as advertised here, though an extension is not guaranteed.
The UNV contract extension of this assignment depends directly on high-quality deliveries, satisfactory performance, the continuation of mandate, availability of funding, and operational necessity.

Task description

Under the overall guidance of Programme Analyst, Women Friendly Cities (WFC), the UN Volunteer will work under the direct supervision of the Regional Field Coordinator, WFC and will undertake following tasks:
● Contributing to mapping of local services provided by local authorities, government stakeholders and NGOs.
● Visiting municipalities and meeting with the public stakeholders, NGOs in the provinces s/he is responsible for regularly.
● Supporting monitoring of implementation units via use of standardized tools and checklists.
● Supporting communication with implementing partners and local partners (Municipalities, Deputy and District Governors, Provincial Directorates of Family, Labor and Social Services, NGOs etc.) to facilitate implementation of programme activities and to organize joint activities including awareness raising – empowerment activities targeting beneficiaries of WFC Programme.
● Supporting monitoring of the service providers in the relevant UNFPA service units to ensure that the services are provided as per the procedures and reporting/data collection is done in a timely and accurate manner.
● Supporting monitoring of municipality and NGO cooperation mechanism, identifying bottlenecks and deviation from standards.
● Supporting monitoring referral system of UNFPA supported WFC municipalities and NGOs, identifying bottlenecks, producing and implementing solutions together with the UNFPA partner, as approved by the UNFPA Programme Specialist, Gender, Programme Analyst, WFC and Regional Field Coordinators, WFC and relevant Humanitarian Programme staff.
● Supporting partners in data collection and operationalization of online platforms.
● Attending local inter-agency meetings (including health, protection, basic needs and others) and local coordination meetings, reporting on developments to the Ankara Office including relevant Humanitarian Programme staff, delivering documents, presentations on UNFPA programmes as requested.
● Supporting UNFPA’s networking with NGOs in the field and liaising with local authorities as approved with the UNFPA Programme Specialist, Gender, Programme Analyst, WFC and Regional Field Coordinators, WFC and relevant Humanitarian Programme staff.
● Supporting collaboration between gender and health actors at the provincial level.
● Making meeting and visit arrangements for field missions.
● Supporting organization of local project events (meetings, workshops, events, seminars, training) in the covered province(s), as requested by the Programme Analyst, WFC and arranging trainings if requested by the team.
● Weekly reporting on activities including visits to local authorities, service units and partners.
● Performs other duties as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
– Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December).
– Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
– Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org),
– Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
– Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
– Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
