The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Job Description:

Major Duties and Responsibilities:

A HSSE or liaison Officer works in fast-paced, high-pressure environments and must be willing to take initiative to proactively solve conflicts and address issues. Liaison Officer duties include the following:

  • Following up with the daily and routine base liaison issues in between organizations, NGOs and government relevant sectors.
  • acting as contact person for Norwegian Afghanistan Committee (NAC) to government relevant sectors correspondence as assignment given by Regional Head of Support services.
  • Following up with letter delivery/collecting from relevant Directorate for projects and reports.
  • Keeping clean records for all correspondence and official letters In/Out in relevant files
  • keeping lists of the INGOs and National NGOs, government sectors and other private relevant sectors’ representing the person, agency, or organization.
  • facilitating reports, contracts, and other necessary documents in line with Regional Head of Support Services to relevant sectors and submitting back the feedback from the relevant organizations/government relevant sectors to his line manager.
  • collaborating and communicating with necessary related sources in the organization for problem solution.
  • Monitor, coordinate, and communicate the Liaison work related on daily and weekly basis to make sure everything is going in line.
  • Collaborate and communicate with other sectors within the organization if have work to do in visiting sectors to follow up on.
  • Act as a positive representation of the organization to the government relevant sectors as much as possible.
  • Supervise the guards.
  • Any other task that has been given by the line manager for following up and action tacking.

Major Duties and Responsibilities of logistic officer:

  • Make sure that all the vehicles are maintenance well maintained and are in good condition.
  • control and monitor of Drivers, vehicles, Generators, and staff movement for Khost Office.
  • Manage and prepare monthly fuel and services expense report for each vehicle and generator.
  • Prepare effective route plan for pick & drop off of staff members and adjust it according to organization working hours and policy.
  • Issue vehicle slips for staff and be aware of security alerts to plan the movements accordingly.
  • Ensure all vehicles’ registration documents are updated.
  • Keep monitor all pick & drop and to make sure maximum usage are done by minimum resources.
  • Make sure that all vehicles have proper and valid registration documents.
  • To make sure that all drivers have a valid driving license.
  • Conducting physical count of assets on regular or required basis.
  • Supervising from the Male Cleaners
  • Performing survey to identify potential suppliers and evaluating their qualifications.
  • Communicating with customers about order status, answering questions about products and services, and resolving issues
  • Preparing purchase orders and contracts for approval by supervisors
  • Negotiating price changes with suppliers when costs fluctuate significantly.
  • Keeping records of orders placed and shipments received Reviewing contracts to ensure that all terms have been met before signing them.
  • Ensuring compliance with laws and regulations regarding purchasing procedures and best practices
  • Coordinating with other departments within an organization for the purchase of specialized materials or equipment
  • Working directly with suppliers to obtain bids on new or ongoing projects.
  • Receives purchases and check requests from throughout the facility, checks for accuracy, and forwards to for further processing.
  • Maintains contact with vendors regarding orders and merchandise, new products, market conditions, and trends; coordinates purchasing from on-site vendors not associated with NAC procurement operations.
  • Receives, inspects, and distributes merchandise to appropriate individuals, files damage claims with freight companies or vendors.
  • Implement the procurement plan and prepare periodic reports related to purchasing, inventory control, and shipping and receiving within the local operation.
  • Evaluates the quality and appropriateness of supplies and equipment; conducts cost/quality comparisons prior to submitting requests to procurement office.
  • Confers with officials from all facility units to determine purchasing needs and specifications.
  • Obtains and updates information on open market and contract purchase prices.
  • Identifies minority firms as possible suppliers.
  • Work closely with Finance Department
  • Any other task assigned by supervisor.

Job Requirements:

  •  Pashto
  • Dari
  • English

Qualifications Required:

  •  Bachelor degree in Business administration, economics and other social science is required.
  • Having Diploma in safety and security section will be an asset.

Work Experience:

  • Two or three years of experience in logistic/Procurement section
  • Having one year work experience in security or Operation officer will be an asset.

Skills Required:

  • Good communication skill in English, Dari & Pashto
    Honesty and integrity in handling sensitive information and materials
  • Continually seeking improvement and learning new skills
  • Proficient in project management and logistical support
  • Able to manage and release stress and cope with challenges
  • Communication skills, customer service skills and organizational skills
