CONTEXT
Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been shattered by conflict and disaster survive, recover, and reclaim their futures. Since 1996, IRC-DRC has been responding to the humanitarian and development needs of Congolese and refugee populations in the DRC, while working to promote their rights and strengthen their health, safety, economic well-being, education, and decision-making power. Currently, IRC works in the areas of health (including sexual and reproductive health), nutrition, water, sanitation, and hygiene (WASH), child and women’s protection, good governance and conflict management, and economic recovery and development.
As part of strengthening its rapid response capacity to humanitarian crises, IRC is establishing a pool of operational personnel who can be mobilized in an emergency. The Logistics Assistant will be part of this pool and may be deployed to various locations to support the logistics operations of humanitarian programs.
JOB DESCRIPTION
The main objective of the Emergency Response Zone Logistics Assistant is to ensure the logistical management of emergency program activities according to IRC procedures and donor requirements including:
Supply chain management (orders, reception, storage, purchasing and shipping) in the intervention areas Supervise and support drivers Management of equipment and kits in the field
RESPONSABILITES CLES
Purchases
- Organize and anticipate purchases and ensure that internal IRC procedures are respected (Purchase Monitoring, purchasing rules, signature circuit, etc.) in coordination with the buyers of each base depending on the intervention area;
- Develop and monitor purchase orders in Integra and ensure their systematic updating;
- Ensure the quality of items ordered through the involvement of programs;
- Transmits its anticipated cash flow needs to finance at the requested deadlines;
- Ensures the total completeness of purchasing files, and their archiving in Docutreuil at Box level;
- Ensure the identification of suppliers (training rooms, catering, motorcycle and car rental, generator rental, etc.) in the intervention areas and ensure that they are created as vendors in Integra.
Transport
- Ensure receptions and deliveries to distribution locations to customers in accordance with the activity schedule and in connection with the programs;
- Validate and transmit transport documents to the emergency base (Waybill, distribution sheets, etc.);
- Ensure that car rental framework contracts are in place, establish transport rental files, ensure rental payments;
- Establish the monthly travel schedule in conjunction with the program team and ensure that the movements are taken into account in the weekly schedule of the base concerned;
- Ensure that cars are ready for travel at the right time and place with full fuel and provide support to the program by transporting inputs, kits and other orders to the intervention sites.
Inventory management
- Ensure that contingency stocks of different kits are in place and that they are renewed regularly at each intervention deployment base;
- Ensure proper storage in our warehouses of items related to emergency projects (space between stacks, ventilation, expiry date, to minimize losses);
- Check the conformity of the receipt of inputs and the delivery note and immediately inform your line manager and the emergency base of any anomalies noted;
- Take a physical inventory of stocks at least every month, prepare stock reports and send them to the Emergency Manager.
Assessment
- Carry out a logistical assessment of the area during the MSAs carried out by the emergency team and communicate it to the Emergency Unit;
- Carry out a security assessment upon arrival in the intervention area and update it regularly;
- Produce and send the monthly logistics report to the Emergency unit and to the Supply Chain coordination.
Supervise and support the driver
- Ensure the daily management of the driver responsible for the movements of the emergency teams (regular points, monitoring, motivation);
- Ensure the evaluation of the driver’s performance and skills development (action plan, final evaluation);
- Manage schedules, distribution and coordination of work;
- Provide technical support to the driver.
Management of equipment and kits in the field
- Ensure the proper monitoring of vehicles, motorcycles and generators in the field (repair, maintenance, cleaning, consumption, correct use) according to IRC logistics procedures and using the log kit tracking documents;
- Ensure that the log kit (satellite telephone, HF and VHF radios, overhead projector, digital cameras, etc.) is in place, functional, and constituted for each team to be deployed;
- Ensure the proper use of IRC equipment by the team while respecting the rules of use (IT charter, transfer, cleanliness, safety rules);
- Ensure that equipment repairs are carried out on time and in accordance with IRC and/or donor procedures;
- At the end of each mission, ensure the return of the material constituting the logistics kit and the equipment; and include a point on the equipment in the mission report;
- Check the quality and operation of the equipment upon receipt.
INTERNAL AND EXTERNAL LABOR RELATIONS
Internal
- Ongoing collaboration with the emergency coordinator;
- Ongoing collaboration with supply chain managers and procurement officers at each base;
- Ongoing collaboration with the heads of supported emergency projects;
- Management of the team of drivers (often daily);
- Under the direct supervision of the Emergency Coordinator;
- Under the indirect or technical supervision of the supply chain coordinator;
- Exchange of information with the emergency base concerned by the interventions.

REQUIRED PROFILE
- University degree in logistics or a similar field;
- At least two years of experience in logistics in an international organization;
- Experience in IRC intervention areas.
Skills & Technical Abilities:
- Have knowledge of the required computer tools (Excel, Word, PowerPoint, Outlook, etc.);
- Having a working knowledge of logistical and practical procurement procedures is an asset;
- Have good organizational and planning skills;
- Ability to maintain effective professional relationships at all levels;
- Have great organizational, negotiation and teamwork skills;
- Mastery of compliance issues;
- Excellent verbal and written command of French required, including business vocabulary;
- Proven level of integrity and good reputation in the process of purchasing goods and services with vendors.
