JOB TITLE: LOGISTICS ASSISTANT – MONEY TRANSFER (CBT),
CONTRACT TYPE: FIXED TERM / GS6

DURATION: 12 MONTHS
CONTEXT AND PURPOSE OF THE MISSION:
The WFP Country Office in CAR is seeking a Logistics Assistant (CBT) to be based at the CO in Bangui. Experience in implementing cash-based transfers (CBT) supply chain and market interventions, innovative digital development and implementation, and food systems is essential.
RESPONSIBILITIES/ACCOUNTABILITIES:
The CBT Logistics Associate reports to the Supply Chain Manager and will be responsible for the following tasks.
- Contribute to the development and implementation of supply chain plans for CBT and market development activities, in line with WFP’s Global Supply Chain Strategy, Global CBT Strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity building.
- Work closely with cross-functional counterparts, particularly WFP internal Multidisciplinary Group or inter-agency humanitarian assistance body that coordinates cash-based transfer actions and programs to align CBT initiatives and ensure supply chain activities are included to increase program effectiveness.
- In partnership with the Vulnerability Analysis and Mapping (VAM) team, plan and lead the implementation of market assessments to contribute to the feasibility analysis of Assistance provided in the form of cash (unrestricted) or vouchers (restricted).
- Conduct in-depth market analysis and supply chain network mapping to improve supply chain performance and plan market development activities.
- Lead the process of implementing retailer procurement and retailer agreement renewal and retailer relationship management.
- Assess the structure and capacity of the local retail sector to provide indirect food aid in both regular and emergency operations.
- Conduct early warning and risk assessment of food supply chains, supply chain mapping and assess market capacity and elasticity.
- Coordinate with supply chain stakeholders to validate collected supply chain data and market and supply corridor alerts.
- Establish and develop productive relationships with the retail network in locations with active retailers under contract with PAM.
- Manage and resolve complaints, concerns and provide feedback from PAM contracted retailers.
- Manage and evaluate retailer performance against key performance indicator targets.
- Monitor and strengthen retailers’ capabilities in food storage and handling techniques, pest control and rodent control, as required.
- Undertake field missions to support area offices in CBT and food systems related activities.
- Perform other related duties as required.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Education:
University degree in one or more of the following disciplines: logistics and supply chain management, business information technology, information technology, project management.
Experience:
- At least three (3) years of relevant experience in the field of logistics, transportation, purchasing, finance, administration and assistance activities provided in the form of cash or vouchers.
- Demonstrable experience working in complex emergency situations and complex institutional environments.
- Experience using computers, including word processing, spreadsheets and other WFP systems.
- Experience in data management and analysis.
LANGUAGES :
Fluency in oral and written communication in French is a requirement. English is an additional asset.
