Responsibilities :
(not all-inclusive, within delegated authority):
- Participate in the development and implementation of procedures for logistics field operations or Headquarters based units ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
- Plan and lead on implementation of innovative logistics operations, initiatives and programs to ensure timely, efficient and cost effective supply of direct or indirect food assistance.
- Collect and analyse relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
- Lead preparation of transport arrangements and contracting of all associated services in accordance with established guidelines.
- Implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
- Coordinate logistics, port operation, fleet and warehouse management support services in the area of assignment, preparation of contracts and supplier payments.
- Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.
- Plan, organise and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.
- Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, Region and the Programme, and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
- Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.
- Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
- Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
- Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
- Contribute to preparedness actions, prepare CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance and monitoring the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

Requirements
Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field and 5 years of postgraduate expérience, or First University degree with additional years (07) of related work experience and/or training/courses.
Desired experiences for entry into the role:
- Experience evaluating and selecting service providers and third parties.
- Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
- Experience determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
- Experience preparing and managing transport and project budgets.
- Experience managing integrated air, sea, and land transport operations.
- Experience supervising professional staff.
- Experience in working in insecure and difficult environments.
- Experience working with interagency partners to assess and coordinate emergency/nonemergency response.
Language: Fluency (level C) in French language and level B English language.
No appointment under any kind of contract will be offered to members of the UN Advisory Committee on Administrative and Budgetary Questions (ACABQ), International Civil Service Commission (ICSC), FAO Finance Committee, WFP External Auditor, WFP Audit Committee, Joint Inspection Unit (JIU) and other similar bodies within the United Nations system with oversight responsibilities over WFP, both during their service and within three years of ceasing that service.
