Supervise WFP logistics for Chittagong operations, lead a team in executing supply chain activities, and enhance service provision solutions while ensuring effective technical coordination at Bhasanchar operations.KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Under the overall supervision of Head of field office/Head of Unit and/or his/her designated official, the Logistics Officer will undertake the following duties:1. Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
2. Manage and support logistics projects including all logistics assets or operational day-to-day activities following standard processes and contributing, directly or indirectly, in order to ensure timely, cost-effective delivery of WFP cargo and delivery of food assistance to beneficiaries.
3. Collect and analyse data through research and networking with colleagues to recommend actions to the supervisor to improve performance of local logistics operations.
4. Ensure the integrity of transport information, including commodity tracking in WFP standard systems
5. Implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
6. Identify suitable warehouses including its capacity, location, structure description, rental agreement etc.
7. Ensure that the basic equipment is available at the warehouse managed by WFP including selection of vendors for regular maintenances of all weighing scales and its celebration.
8. Compliance on warehouse and commodity management, what are the documentations to be maintained at the warehouse in accordance with WFP standard guidance and procedures.
9. Assist CO to update short list of transporters and C&F vendors to ensure Agency Agreement (AA) and long term Agreements (LTA) are in place for cost effective and timely delivery of food and Non-food commodities to the destinations.
10. Ensure effective Food Transfer Cost (FTC) management including project budgetary review, regular FTC reviews and recommending actions to the supervisor to optimise use of available funds.
11. Coordination with relevant programme sections for designing and establishing effective supply chain process in Field Level Agreement through market assessment.
12. Perform service provision monitoring activities, lead clear and regular coordination, ensuring service quality standards are met and areas for improvement and optimization detected, in collaboration with Country Office (CO), Cox’s Bazar Office and WFP Regional Office and HQ stakeholders
13. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials).
14. Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments, cargo superintendents, charter parties, C&F, transporters and other private sector to share knowledge and resources and ensure a coordinated response.
15. Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
16. Coordinate and liaison with Cox’s Bazar office and Country office as and when required.
17. Assist CO in port operations by maintaining liaison with the port authorities and dispatches of cargoes from port to different destinations as and if required.
18. Supervise staff & Support logistics staff in other offices as required.
19. Perform other related duties as assigned.
Requirements:
Education: Advanced University degree (Masters) in Supply Chain, Logistics, Engineering, Business Management or other related field.
Experience: Total five (05) years of working experience including three (03) or more years of professional experience in Supply Chain, Logistics, Business Management or other related field.
Language: Fluency (level C) in English language & native speaker of Bangla.
