To establish a videographer and photographer Long Term Agreement (LTA) roster for documentation of UNICEF programmes. UNICEF regularly requires video and photography services to continue effectively supporting advocacy and resource mobilization efforts, as well as provide visibility of its programmes to various stakeholders and to its donors. The purpose of the LTA will focus on supporting the Communication section by engaging local video and photo professionals on an as needed basis to produce video and photo assignments when the demand is required from the communications and programme sections. LTAs are non-binding Agreements which do not constitute a commitment to acquire consultant services.

1. BACKGROUND AND JUSTIFICATION
Communication assets are critical contributors to the successful implementation of UNICEF’s humanitarian responses and development programme and key strategies including policy and public advocacy, donor engagement and reporting, social and behavior change, brand building and visibility. Over the Country Programme UNICEF South Sudan will continue strengthening its content production in support of the communication’s response enhancing content contribution to raise awareness on the situation of children and advocate toward achievement of the CPD goals. Accordingly, the Communication Section needs to coordinate the production of a range of communication assets targeting a diversity of audiences –partners, donors, the public, children, adolescents, parents and communities. UNICEF South Sudan would like to engage videographers/photographers to provide video and photo production services.
2. PURPOSE OF ASSIGNMENT
To establish a videographer and photographer Long Term Agreement (LTA) roster for documentation of UNICEF programmes. UNICEF regularly requires video and photography services to continue effectively supporting advocacy and resource mobilization efforts, as well as provide visibility of its programmes to various stakeholders and to its donors. The purpose of the LTA will focus on supporting the Communication section by engaging local video and photo professionals on an as needed basis to produce video and photo assignments when the demand is required from the communications and programme sections.

3. PROGRAMME AREA AND SPECIFIC PROJECT AREA
Cross Cutting Communications, Advocacy, all Programme areas
4. OBJECTIVES
UNICEF South Sudan needs to regularly produce visual materials to continue effectively supporting advocacy and resource mobilization efforts, as well as provide visibility to its donors. The assignment will result in quality videos and photos that will be used in reports, events, social media and other platforms and materials. The assignment includes providing high quality pictures, short videos and photos that tell the story of UNICEF South Sudan and the impact of its programmes. With the objective of producing/updating compelling and engaging video and photo products the LTA holders on a project-by-project basis:
– Shoot, edit and package video material based on the specific assignment or programme
– Shoot, edit and package photo packages based on the needs of the assignment.
5. MAJOR TASKS FOR BE ACCOMPLISHED
Dependent on the specific assignment at the time tasks may include:
Videography
• Video production (shooting and editing) of UNICEF supported programmes upon request from the Communications Section based on UNICEF guidelines.
• Development of concept breifs for planned videos in conjunction with UNICEF communication and relevant programme teams.
• Travel to required locations to film.
• Editing (including additional narration and music) of raw footage according to the UNICEF recommendations/requests and UNICEF guidelines.
• Translation and subtitling of videos upon request from Communication Section
• Re-editing/formatting of UNICEF owned video materials, previously produced, to include in other video productions or re-edited for future productions according to Communication section recommendations.
• Finalization and outputs of video material (color and sound correction and any other graphical effects/additions if needed)
• Submission of the final video assets in required formats for uploading and sharing on various media platforms.
• Submission of all raw footage material to UNICEF if required
Photography
• High quality digital pictures of UNICEF supported programmes, beneficiaries and activities
• Service provision may include field trips to UNICEF project sites within the country and communities in which UNICEF is present to capture the situation of programmes in various settings and on occasions specialized conceptual photos and events.
• In addition to supplying photos, the photographer may also be required to submit photo captions.
Responsibilities of UNICEF:
UNICEF Communications section will provide clear briefs for each individual assignment and manage the videographer/photographer in the production of the assignment.

7. TRAVEL
If the consultant is required to travel depending on the nature of the assignment being requested, travel will be included in the specific assignment brief and added to the quote and based on regular travel arrangements and DSA if required.
8. ESTIMATED DURATION OF LTA
The LTA will be for 24 months.
9. IDENTIFICATION OF RISKS AND PLAN FOR MITIGATION
Video and photography assignments can be risky in South Sudan. However, the Communications Section will manage risks for any field-based work and involve relevant security apparatus dependent on the nature and location of the assignment.
10. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ LANGUAGE SKILLS REQUIRED
a) Education: Completion of at least secondary school complemented by relevant technical qualification.
b) Experience shooting, editing and packaging high quality video and photographs
c) Minimum 5 years working in video and photography productions
d) Experience working with UN Agencies producing video and photo assignments
e) Must own or have access to high quality video and photo equipment, and editing facilities
f) Be registered with South Sudan authorities to operate as a videographer/photographer in the country
g) Must exhibit the UNICEF Core Values of:

h) Must be fluent in English, knowledge of other languages used in South Sudan is an asset.
The application to be submitted through the online portal should contain five (5) separate attachments:
i. A short cover letter explaining the motivation for applying and explaining how the qualifications and skillset of the candidate are relevant for this consultancy (to be uploaded online).
ii. Updated Curriculum Vitae (CV) (to be uploaded online).
iii. Minimum Two Work Samples – This includes previously produced video or photo assignments. It is critical to submit work samples as you will observe from the advertisement that marks have been assigned to these criteria for arriving at the most suitable candidate. iv. Two recommendation letters and/or performance evaluation reports on similar work previously done with other organisations. (To be uploaded under other supporting documents).
v. A financial proposal indicating professional fee as per the above template. Please do not forget to specify your name in the file while saving. (To be uploaded under other supporting documents).
Note: If the LTA will include the optional fees for travel assignments, then BSAFE will be a mandatory course requirement to be added to the list of certificates to be uploaded at the time of application.
Without all the above five (5) documents your application will be considered incomplete and invalid and will not be considered further.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
