The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description:

The M&E and Reporting Manager will be responsible for leading the monitoring, evaluation, and reporting functions for the project. This position requires not only strong M&E expertise but also proven experience in working directly with Micro, Small, and Medium Enterprises (MSMEs) in Afghanistan, along with an established network and active engagement with women-led chambers of commerce, business associations, and MSME networks.

The successful candidate will design and manage a robust M&E system, track progress against targets, ensure high data quality, and produce comprehensive reports that support project decision-making, learning, and accountability—especially in advancing women-led MSMEs and inclusive economic participation.

 

Key Responsibilities

  • Design, implement, and oversee a gender-responsive M&E system that captures accurate, timely, and relevant data on project outcomes, outputs, and performance indicators.
  • Develop detailed monitoring plans, data collection tools, analysis frameworks, and reporting templates aligned with project objectives.
  • Plan and conduct the project’s baseline, midterm, and endline assessments, ensuring alignment with donor requirements and project objectives.
  • Monitor progress towards project targets and milestones, with emphasis on MSME development, women-led business participation, and market access.
  • Conduct regular data verification and quality assurance processes to maintain accuracy, reliability, and compliance with donor standards.
  • Produce high-quality quarterly, annual, and ad-hoc reports for internal and external audiences, ensuring disaggregated reporting by gender and MSME type.
  • Provide evidence-based recommendations to improve program strategies, interventions, and outcomes.
  • Establish and maintain strong engagement with women-led chambers, MSME associations, and private sector actors to collect qualitative insights, validate data, and enhance stakeholder collaboration.
  • Work closely with program teams to ensure M&E findings inform adaptive management, decision-making, and advocacy efforts.

Job Requirements:

  • Bachelor’s degree in Development Studies, Business Administration, Economics, Statistics, Monitoring & Evaluation, or related field.
  • Minimum 2-3 years of progressive experience in M&E within development programs, with significant work on MSME development in Afghanistan.
  • Proven track record of working with and building partnerships with women-led chambers of commerce, business associations, and MSME networks.
  • Strong technical knowledge of M&E principles, participatory methods, and gender-sensitive monitoring frameworks.
  • Excellent skills in data collection, analysis, interpretation, and presentation (both qualitative and quantitative).
  • Proficiency in English and Dari and/or Pashto.
