Since April 2019, the IRC has been working in Burkina Faso to provide vital assistance to people affected by the food and nutrition crisis and those affected by the consequences of the conflict in the country. It operates in the Kadiogo, Liptaako, Soum, Yaadga, Goulmou, Sourou, and Bankui regions with integrated projects in water and sanitation, nutrition, economic recovery, women’s empowerment, child protection, and human rights.
The IRC collaborates with state institutions, international and local organizations, local authorities and communities, in accordance with state policy and respecting humanitarian principles, in order to help people affected by conflict in Burkina Faso survive, recover and take control of their future.
JOB OVERVIEW
Under the direct supervision of the MEAL Coordinator, the MEAL Manager is responsible for coordinating the implementation of MEAL activities within the consortium in the North and Sahel regions. He/she ensures the proper functioning of the integrated Monitoring, Evaluation, Accountability and Learning (MEAL) system on behalf of the SERVIR project.
ROLE AND MAIN RESPONSIBILITIES
1. Regional MEAL coordination
- Ensure the consistent implementation of MEAL activities in the North and Sahel regions, in line with project objectives and consortium standards.
- Develop and implement the project’s MEAL plan in line with multi-sectoral objectives.
- Ensure consistency of MEAL tools and methods between different sectors (health, WASH, nutrition, ERD, PAF, PE and PROL.).
- Support sector teams in integrating MEAL indicators into their business plans.
- Organize regular MEAL meetings with sector managers to monitor progress.
2. Follow-up
- Develop data collection tools (forms, databases, dashboards).
- Oversee data collection using the CommCare platform, ensuring data quality, reliability, and security. Ensure data quality (verification, cleaning, validation).
- Produce periodic monitoring reports (weekly, monthly, quarterly).
3. Evaluation
- Participate in the design of initial, mid-term and final evaluations.
- Coordinate impact studies and customer satisfaction surveys.
- Support the selection of consultants or partners for external evaluations.
- Ensure the dissemination of evaluation results to stakeholders.
4. Accountability
- Implement and manage customer response mechanisms (suggestion boxes, telephone lines, feedback committees, surveys, focus groups, etc.).
- Ensure the processing and response to customer complaints and feedback.
- Train teams on the principles of accountability and compliance with humanitarian standards.
- Document and monitor corrective actions taken following feedback with the support of the CRA Manager.
5. Learning
- Organize workshops for capitalization and sharing of experiences.
- Document best practices and lessons learned.
- Integrate customer feedback into continuous project improvement.
- Contribute to the writing of narrative reports and internal publications.
6. Capacity building
- Train project teams on MEAL tools and methods.
- Support associated partners in developing their MEAL capabilities.
- Develop MEAL guides and manuals adapted to the project context.
7. Data management and reporting
- Ensure the security and confidentiality of the data collected.
- Maintain a centralized and accessible database.
- Support the GIS Manager in producing data visualizations to facilitate decision-making.
- Contribute to reports for donors and partners.
REQUIREMENTS
Qualification-education- professional diplomas
University degree of at least Bac + 4 in a relevant field such as statistics and data management, social sciences, demography, public health, development economics, project management, monitoring and evaluation or a related discipline)
Skills, Knowledge, Experience
- Hold at least a Bac + 4 and have a university degree in a relevant field (statistics and data management, social sciences, demography, public health, development economics or a related field).
- Possess solid skills in collecting, entering, processing and analyzing quantitative and qualitative data, in carrying out strategic and sectoral studies, writing publishable articles
- Basic knowledge and practical use of mobile data collection software such as CommCare is required. Knowledge of Tableau, PowerBI or GIS software and tools is an added advantage.
- Having a good knowledge of the health system in Burkina Faso would be an asset
- Excellent data visualization skills
- Excellent written and oral presentation skills.

- In-depth knowledge of the principles of humanitarian responsibility and their application.

- Demonstrated ability to lead, coach and empower a small to medium sized professional team.
- Autonomous and with excellent organizational and planning skills, including prioritizing and multitasking;
- A strong understanding of accountability and a proven ability to implement feedback and accountability systems for clients is a definite advantage.
- Willingness to travel and work in the field (50%).

- The position reports directly to the MEAL Coordinator
Other internal and/or external contacts:
Internal: Program coordinators/managers for the entire country program
External: Collaborate with MEAL staff; clients, supervise external consultants in partnership with technical coordinators (if applicable).
