Proactive risk management and investment in sustainability are the cornerstones of UNDP’s portfolio management approach and the provision of technical assistance to its national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacity in key functional areas such as financial management, health information systems, supply chain management, and procurement.
UNDP’s partnership with the Global Fund, aligned with the UNDP Strategy on HIV and Health 2022-2025: Connecting the Dots, makes a crucial contribution to UNDP’s 2022-2025 Strategic Plan, the 2030 Agenda for Sustainable Development, and the commitment to leave no one behind. When requested, UNDP acts as the interim Principal Recipient (PR), working with national partners and the Global Fund to ensure the management, implementation, and oversight of Global Fund grants, while strengthening health institutions and systems so that national entities can assume the PR role over time. UNDP is currently the Principal Recipient for the 2025-2028 Consolidated Programme on HIV and Malaria. From April 2025 to March 2028, UNDP will be the Principal Recipient for a consolidated grant for HIV and malaria.
Most of the interventions covered by this grant will be implemented in priority provinces based on their epidemiological burden. To this end, UNDP will establish a Project Management Unit in its Bata office. This office will ensure that the grant is properly managed and activities are implemented in accordance with the grant agreement.
To assist the UNDP Project Management Unit (PMU) in meeting the Grant Performance Framework objectives in a timely and quality-assured manner, while complying with UNDP and Global Fund rules and regulations, UNDP Equatorial Guinea is recruiting a Health Procurement Supply Chain Management (PSM) Analyst with pharmaceutical experience, based in Bata.
You will be responsible for managing a team, achieving high levels of performance in procurement and supply chain management, coordinating and building strategic partnerships, providing strategic and policy technical guidance, and collaborating with partners to strengthen national health systems and institutions in the context of medical device procurement and supply chain management. This will be done in accordance with UNDP regulations, policies, and procedures, Global Fund grant agreements, and corporate agreements with the Global Fund, working in close coordination with national stakeholders, implementing partners, the Global Fund (including the Local Fund Agent), technical partners, United Nations entities, and other UNDP units and programs.
Scope of work
Ensure effective planning and monitoring of procurement and supply chain management for medical devices.
  • Support the strategic planning, oversight, and management of health product procurement and supply chain in accordance with UNDP standards, policies, and procedures, grant agreements, and corporate agreements with the Global Fund, ensuring integration across functional areas.
  • Conceptualize and implement a customer-oriented procurement management system, including bid processing and evaluation, e-procurement, contractor evaluation, bid evaluation and negotiation, contract and contractor management, legal considerations and payment terms, and risk assessment.
  • Lead the coordination, management, and coordination with the Country Office procurement team to achieve the Program’s objectives, ensuring the mapping of the Global Fund’s procurement business processes and the development/establishment of internal standard operating procedures.
  • Control the purchasing and procurement management team’s workflows and harmonize workflows across the PMU and the Country Office.
  • Lead substantive monitoring of healthcare product procurement and supply chain management, proactively lead reviews of underperformance and bottlenecks, and ensure accountability for the timely implementation of corrective actions to ensure a consistent supply of healthcare products and expiration dates in compliance with international standards.
  • Lead the interrelation and coordination of procurement requests managed with national funds (through the UNDP/Government agreement) in order to consolidate international orders and shipments, ensuring the allocation of funds according to agreed-upon schedules and maintaining joint visibility between supplies from various funding sources.
  • In coordination with the Program Results Manager, develop and maintain a procurement team to ensure UNDP has the necessary resources to fulfill its commitments, fostering diversity, equity, and inclusion, and developing the technical, managerial, and leadership capacity of staff to promote organizational excellence.
  • Ensure strong collaboration with the UNDP regional office and headquarters, the Office of Management Services, and the Global Fund for Health Services and Supply Chain Management, in the context of procurement and supply chain management of health products for programs.
Ensure compliance with healthcare procurement and product management standards, as well as monitor, control, and evaluate risk management.
  • Lead the timely preparation and implementation of quality procurement and supply chain management documents and reports required by the donor, including the quantification of needs conducted in coordination with national programs/Ministry of Health, the development of technical specifications for products or equipment to be procured, procurement and supply management plans, quality control plans, and support the program manager in the negotiation of timely grant agreements and reprogramming requests and the identification of cost savings.
  • Ensure full compliance of procurement and health product management activities (including quality control and insurance) with UNDP standards, policies, and procedures, and ensure that standard operating procedures are followed and validated through internal reviews.
  • Ensure proper monitoring and control of procurement processes, including the organization of requests for quotes, tenders, or requests for proposals, receipt of quotes, bids, or proposals, their evaluation, negotiation of certain contractual terms in full compliance with UNDP rules and regulations, and review and certification of submissions to the Contracts, Assets, and Procurement Committee (CAP) and the Advisory Committee on Procurement (ACP).
  • Oversee the logistical aspects of the procurement, including selecting the most appropriate mode of transport, defining appropriate international trade terms, preparing documentation to ensure a rapid clearance process upon arrival in the country, complying with insurance reporting obligations, and communicating with the carrier.
  • Manage records in Quantum, including vendor creation, purchase order creation, supply receipts, and vendor payments.
  • Using the UNDP Central Procurement Framework (CHF), apply the guidelines outlined in the Interactive Process Flow Guide for Health Commodity Procurement, update the Health Commodity Procurement Planning (HPAP) tool, and prepare and submit requisition forms in a timely manner.
  • Lead the implementation of risk-based assessments to manage UNDP procurement activities to ensure continued access to necessary products and services and avoid stock-outs or expiration of health products, and develop and implement a risk management matrix/plan with the procurement team, other project management unit staff, and implementing partners to ensure adequate follow-up and support, with timely incident reporting.
  • Monitor and enforce compliance with contractual agreements, recommend contract modifications and extensions, evaluate and record supplier performance, advise stakeholders on contractual rights and obligations, including service providers and implementing partners, and contribute to capacity assessments and monetary value presentations.
  • In coordination with the Program Manager, facilitate audits and investigations in the context of procurement and supply chain management and ensure timely follow-up of management actions.
Support the Program Manager in strategic partnerships and resource mobilization efforts.
  • Lead coordination, building strategic alliances, and strong working relationships with the Ministry of Health and Social Welfare, the National AIDS Control Program (PNLS), the National Malaria Control Program (PNLP), national stakeholders, technical partners, and United Nations entities to ensure transparency and effective management of the supply chain and procurement of health products.
  • Support national procurement planning processes (including quantification) within the framework of the grant, based on evidence obtained during its implementation.
  • Maintain close coordination between the Programs and other health and development initiatives in the country to promote partnerships and avoid duplication of supply chain management and health product procurement activities, and exchange critical technical information and resolve implementation issues.
  • Lead collaboration with the Global Fund Supply Chain Management Specialist and develop a strong professional relationship based on trust and mutual respect, providing support during missions.
  • Support in the development of project documents and program initiation in the context of supply chain management and procurement of healthcare products, including logistics management information systems, waste management, etc.
Provide strategic policy advice and technical guidance in the context of supply chain management and procurement.
  • Ensure the harmonization and integration of supply chain management and procurement into national malaria, HIV, and other donor initiatives.
  • Provide strategic policy and technical advice to national stakeholders, implementing partners, and procurement and chain management at all stages of the procurement cycle, and make necessary adjustments.
  • Participate in technical meetings and committees on malaria and HIV and provide technical coordination as needed.
  • Coordinate planned studies and program reviews with national programs, in collaboration with implementing partners, malaria and HIV technical committees, financial and technical partners, United Nations entities, and the Global Fund.
Ensure sustainable systems strengthening activities related to supply chain management and procurement, including logistics information systems, sustainable warehousing and distribution systems, and services for guidance and capacity development for medical devices and facilitating knowledge creation and sharing.
  • Collaborate with the National AIDS Control Program (PNLS) and the National Malaria Control Program (PNLP), CSOs, United Nations entities, and financial and technical partners to strengthen national health systems and institutions in the area of ​​supply chain management and procurement, including logistics information systems, sustainable storage, distribution, and waste management systems and services for the procurement of health products, and develop, monitor, and contribute to improvement plans.
  • Lead collaboration with national partners and oversee the development of capacity-building strategies to support national entities in the area of ​​supply chain management and procurement, including logistics information systems, sustainable warehousing and distribution systems and services for health products, and ensure access to appropriate tools and resources, ensuring coordination with other donor initiatives.
  • Support capacity assessment and development of core functions of national counterparts as part of broader development plans to strengthen procurement and supply chain activities.
  • Ensure that the implementing partner and service provider receive sound procurement advice throughout the grant lifecycle to ensure that procurement plans are appropriately programmed, budgeted, and in compliance with contracts, as well as aligned with UNDP standards, policies, and procedures.
  • Identify and support the development of communications (print, video) that highlight the Program’s key achievements, best practices and lessons learned and contribute to information sharing with National Programs, CSOs, UN entities, financial and technical partners and the Global Fund.
  • Actively participate in UNDP and other relevant external networks to promote UNDP health programs and work, represent UNDP at relevant technical meetings and working groups at the country, regional, and global levels, and gather lessons learned and apply them to programs in the area of ​​procurement and supply chain management.
  • Contribute to the preparation of the periodic report on the progress of the grant.

Institutional Agreement
The UNDP office in Bata, Litoral Province, will be established to support the implementation and management of the Global Fund project, which is being implemented under UNDP leadership. This position reports directly to the Program Manager. The Health Commodity Analyst/PSM, together with the Logistics and Procurement Associate and provincial supply chain officers, will promote a collaborative and customer-oriented approach, ensuring integration between the functional areas of the Project Management Unit (PMU) and supporting health system integration and capacity-building activities in the PSM area.

Education
  • Advanced university degree (Master’s or equivalent) in pharmacy, procurement, supply chain management, logistics or a related field or
  • A first-level university degree (bachelor’s degree) in the areas indicated above, combined with two additional years of qualifying experience, will be considered in lieu of an advanced university degree.
Years of relevant work experience
  • Applicants with a master’s degree (or equivalent) in a relevant field of study do not need to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) must have a minimum of two (2) years of relevant professional experience in the procurement and management of domestic or international supply chains of healthcare products.
Additional requirements
  • Experience working for an international organization or in developing countries.
  • Knowledge of the MS Office suite and advanced knowledge of web-based management systems.
  • Excellent analytical and synthesis skills.
Desirable skills and competencies
  • Knowledge and/or experience of UNDP procurement policies and procedures.
  • Additional training in public health, health systems management, program management, or any development-related field of study.
  • UNDP Certified Procurement Officer (CIPS) Level 3 is highly desirable for this position, and candidates who hold this level at the time of application will have a significant advantage. If the required certification is not held at the time of recruitment, it must be obtained within the first year of employment. Candidates who hold a CIPS certification at a lower level than the one indicated at the time of application will have a proportional advantage.
  • Experience in supply chain management and procurement within the framework of Global Fund projects as Principal Recipient.
Languages
  • Fluency in Spanish (spoken and written).
  • Good working knowledge of English is desired.
