HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus……. through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Description:

Clinical Duties:

  • Perform general medical and ophthalmic examinations in the OPD
  • Diagnose and treat common eye conditions
  • Manage ocular emergencies and refer complicated cases to ophthalmologist or higher level health facilities
  • Conduct pre-operative assessments and post-operative follow-ups for eye surgeries (especially cataract).
  • Monitor and manage systemic conditions that may affect the eyes (e.g., diabetes, hypertension) or refer the patient to internal medicine or higher-level health facilities.
  • Provide patient counselling regarding diagnosis, treatment plans, surgery, and medication adherence.

Teamwork and Coordination:

  • Work closely with ophthalmologists, optometrists, nurses, and support staff to ensure smooth patient flow.
  • Participate in daily ward rounds, case discussions, and screening
  • Support the screening and admission of patients for surgery in the eye ward or outreach programs for active screening for cataract.
  • Collaborate with community health teams and primary health care centers for follow-up and referral mechanisms.

Documentation and Reporting:

  • Maintain accurate and updated patient medical records, including examination findings and treatment plans.
  • Ensure proper documentation of surgical outcomes and post-operative complications in the CSOM and other required registers/data collection tools.
  • Prepare case summaries, discharge notes, and referral letters as required.
  • Documentation for the success stories in the eye ward
  • Support ophthalmologist for taking patient history, documentation, and well-maintaining registers.

Infection Prevention,  Safety and quality improvement:

  • Adhere to infection prevention and control protocols in the eye ward and operating room.
  • Ensure safe medical waste disposal and maintain cleanliness in the clinical area.
  • Adhere to the minimum standard implementation for they eye care quality improvement.
  • Consulting cataract surgery candidate and completion of the informed consent form.

Reporting and cooperation:

  • Provision of monthly reports of the eye ward
  • Revive of the data for accuracy and consistency
  • Technical support to the PHC and post training follow up

Job Requirements:

  • MD degree from a recognized medical university and passing exit examination
  • Valid license from the national medical council or registration authority.
  • At least 2 years of clinical experience in ophthalmology
  • Basic knowledge of common eye diseases and primary eye care principles
  • Strong diagnostic and clinical decision-making skills.
  • Good communication and patient counselling abilities.
  • Teamwork and collaboration with multi-disciplinary teams.
  • Ability to handle emergencies and work in resource-limited settings.
  • Respect for patient confidentiality and professional ethics
