Job Summary
To ensure the effective coordination of patient referrals, establish and maintain strong collaboration with external health care actors and lead the implementation of antimicrobial stewardship initiatives to promote safe, effective and ethical healthcare practices.
Duties & Responsibilities
KMH-Patients referrals: (Support the medical activity manager in and out-going to Kabul or private health facilities per MSF or external ambulance)
– Serve as the primary contact for feedback related to patient referrals.
– Ensure continuity of the implementation of the standardized referral system in close cooperation with the MAM (Medical activity manager), PMR (project medical referent) and external health partners.
– Ensure all stakeholders (medical staff MSF, medical staff health partners, patients, PMR) are well informed and aligned throughout the referral process.
– Facilitate seamless communication between the referring health actor and the receiving health provider.
– Act as liaison to resolve any issues or bottlenecks in the referral process.
– Analyse, monitor and document available health care and referral options.
– Register the patient in the referral database, follow up and share updates with the PMR on a regular basis.
– Ensure other actors are aware of MSF admission and referral criteria
Liaising
– Establish and maintain professional contacts with relevant health authorities, depending on the context and the needs of the project; provides relevant medical context information to the PMR (Project medical referent) /PC (Project coordinator).
– Networking and mapping of other health actors activities and keep close follow up in collaboration with the PMR/ PC & PC Support.
– Keep a complete and updated detailed list of all relevant contacts of health actors in Khost province
– Closely support the HP Supervisor in CHC activities and in liaising with the CHC responsible person.
– Ensure that regular trainings are conducted by the medical team to health staff managed by the implementing partner according to the MoU in close collaboration with LnD.
– Working closely with the PMR and PC and the Ministry of Health for emergency preparedness and response to ensure effective and efficient means of coordination and information sharing during an emergency.
– Attend regular PHD/MOPH meetings with, or in the absence of PMR/PC/PC Support
– Liaise with other NGOs regarding emergency responses, with the support of PMR/PC
Anti-Microbial Stewardship (AMS)
– Act as focal point for AMS in the project
– Leadership and Coordination: Lead AMS initiatives and chair the multidisciplinary IPC/AMS Committee with regular meetings and actionable goals.
– Priority Setting and Planning: Collaborate with the IPC committee and mission referents to identify AMS priorities and develop an annual work plan.
– Monitoring and Auditing: Oversee antimicrobial data collection, conduct regular audits on antibiotics prescribing practices, and provide actionable feedback.
– Education and Mentorship: Deliver AMS training for midwives, nurses, gynaecologists, anaesthetist, and pharmacy staff, and support antimicrobial decision-making during rounds.
– Interdepartmental Collaboration: Liaise with lab and IPC teams for pathogen tracking, outbreak response, and timely communication of microbiology data. Supports HPCE teams in the development of awareness materials and provide multidisciplinary.
– Quality Improvement: Participate in IPC/AMS committees to align AMS with broader healthcare goals.
– Pathogen Surveillance and Outbreak Response: Monitor MDROs and hospital-acquired infections, leading AMS responses during outbreaks.
– Advanced Stewardship Practices: Explore and implement advanced AMS approaches like therapeutic drug monitoring and OPAT.
– Reporting and Advocacy: Provide regular reports on AMS outcomes, provide support on the elaboration and analysis of the PSS survey, SIPCA, and SSI. Advocate for policies and resources to enhance stewardship.
Administration
– Assists in translation, formulations of official letter and interpretation if needed.
– Ensures absolute professional confidentiality of all sensitive information related to MSF and patients
– Coordinates with MAM and HP Supervisor the reception and verification of medical invoices from patients for reimbursment of transportation and external investigation requests and facilitates the reimbursement of those in close collaboration with the finance department.
– Supporting the data team on data collection procedures, EPI surveillance and furnishing reports in a timely manner
– Coordinating daily office activities, arranging medical meetings and sharing data with the implementing partner in close collaboration with PMR/PC
– Performing other duties at the request of the PMR
Job Requirements
Minimum Requirements and Competencies
Education
Medicine or paramedical degree essential.
Specialization or training in SRH services, desirable.
Experience
• Strong knowledge of the public healthcare system in Afghanistan
• Proven excellent communication and organizational skills
• Desirable working experience in MSF or other health actors.
• 2 years of experience in a similar position is desirable
Languages
Knowledge
Pashto and Dari is essential.
English (spoken and written) is mandatory
Essential computer literacy (word, excel, PowerPoint, outlook, internet)
