Job Summary
Participate in the planning, supervision and coordination of mental health / pycho-social related services in the programme in accordance with MSF standards in order to provide the most appropriate mental health support for patients.
Duties & Responsibilities
• Participate in the planning, organization, and coordination of Mental Health activities, in close collaboration with the Mental Health activity manager and other medical team members, in order to ensure an efficient and effective implementation of the resources needed while maintaining high levels of quality in Mental Health MSF programs and activities.
• Coordinates activities of counselling services with other relevant actors and liaises with the local counterparts (like MoH, WHO, ICRC and NGO) on mental health matters, including referral services.
• Supervise the daily mental health activities and patient support according to MSF protocols and standards in order to provide the most appropriate support for clients with psychosocial needs.
• Supervise, in close coordination with the HR department, the associated processes (training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
• Oversee the administrative processes associated with psychosocial functioning.
• When needed, give psychological support to patients according to MSF protocols to improve mental health conditions of patients and enhance their functionality.
• Compile the data and statistic linked with MH activities and report to the MH activity manager.
• Offer clinical counselling supervision to mental health counsellors in collaboration with the Mental Health Activity Manager.
• Ensure the patient’s related information is kept confidential.
MSF Section/Context Specific Accountabilities
General MH activities:
• Supervise daily mental health activities in the MSF supported departments (Peadiatric Intensive Care Unit, Neonatology, Prematurity, Neonatal Intensive Care Unit, Emergency rooms, Mothers and Fathers resting areas, General Paediatric wards and the Inpatient Therapeutic Feeding Centre) and ensure that tasks are well split among the Mental Health team.
• Ensure patients are treated with dignity and confidentiality.
• Reinforce with counsellors the identification of possible cases of sexual violence and refer cases to Medical team for management.
• Ensure that there is an interdisciplinary work among the clinicians involved in patient care and the counsellors.
• Identify patients that require further management/ongoing counselling sessions and discuss with the Mental Health Activity Manager (MHAM), and in collaboration decide on referral/transfer.
• Ensure ongoing training of counsellors and medical/paramedical team to optimize the quality of mental health intervention in the departments supported by MSF.
• Ensure that patients’ files and golden book are kept in a safe place where only Mental Health team can have access.
HR management
• Prepare roster for staff and supervise the daily tasks of staff involved in Mental Health activities in the Hospital.
• Report immediately to the line manager in the event of misconduct of staff in his/her activity.
• Identifiy the personnel showing potential within the staff and propose development plan to MHAM.
• Define the training needs of the staff according to project objectives.
• Ensure staff evaluation and feedback process of staff under his/her responsability.
Reporting
• Participate in the collection and analysis of mental health data, ensure validation of data before entering on HMIS.
• Responsible for weekly, monthly and annual mental health reports in collaboration with MHAM.
• Contribute with the other team members to the elaboration of annual plan, project strategy definition and review.
• Inform line manager about any possible serious problem or complication of patients for further support.
Equipment
• Ensure timely requisition of stationary and other resources that may be required by the team.
• Ensure that resources that help run the program are used responsibly.
• Ensure that inventory of all material and equipment used is kept up to date.
Emergencies
• Participate in emergency activity such as mass casualty if required.
Others
• Checking all administrative procedures related to patient’s follow-up (individual registers, discharge, transfers) are carried out correctly and according to MSF procedures.
• Ensure universal precautions are always followed in order to contribute in reducing bio-hazard risk, and improvement of infection control.
• May work as acting MHAM in his/her absence during holidays, trainings, etc.
Job Requirements
Minimum Requirements and Competencies
Education – Degree in Clinical Psychology, psycho-social or related field is essential. Experience – Essential psycho-social counselling experience of at least 2 years.
– Desirable previous experience in MSF.
Languages – English essential (written and spoken); Dari and Pashtu essential.
