Context:
Under the overall supervision of the Deputy Chief of Mission in Cox’s Bazar and the direct
supervision of the Programme Coordinator (Emergency Health), the Migration Health Officer will
be responsible and accountable for supporting the Migration Health team of in IOM Bangladesh
Country Office towards the successful implementation of IOM Migration Health related projects
in Cox’s Bazar Sub-Office. The successful candidate will assist and support the Emergency
Health Programme Coordinator with oversight, coordination, implementation, and particularly
quality control and quality assurance of IOM’s emergency health response.
Core Functions / Responsibilities:
1. Assist in the provision of direct oversight to the emergency health response including

planning and implementation of project activities, (i.e. human resources, medical equipment and
supplies, health infrastructure, health information system).
2. Supervise the health teams in all IOM-supported health facilities, outreach, and referral
activities in Cox’s Bazar Sub-Office.
3. Supervise the National Programme Officers to ensure quality control and quality assurance is
mainstreamed in field-level coordination and implementation of planned activities (including
primary health care, immunization and SRH programming).
4. Closely coordinate with other IOM technical advisors in both health and non-health sectors to
ensure the mainstreaming of proper implementation of specific interventions required under their
respective technical thematic areas under the overall guidance of the Emergency Health
Programme
Coordinator and in consultation with health and other concerned sectors.
5. Implement and coordinate, with the overall CXB health sector, IOM Emergency Preparedness
and Response (EPR) plan for disease outbreaks and natural disasters. This may include the
establishment of disease-specific treatment facilities, management of emergency medical
transportation (EMT) system and the recruitment and training of surge medical teams to lead the
response.
6. Provide technical support to the Monitoring and Evaluation (M&E) team on the overall
monitoring and evaluation of health interventions, specifically aiming at increasing effectiveness,
improving quality of care and recommending detailed action plans for implementation.
7. Ensure proper reporting by all health facilities into the Early Warning Alert and Response
System (EWARS) and national Demographic Health Information System (DHIS) system and
produce and analyse regular epidemiological reports in conjunction with the Emergency Health
Programme Coordinator.
8. Liaise closely with IOM teams and other stakeholders providing Water Sanitation and
Hygiene (WASH), Shelter/ Non-Food Items (NFI), Protection, Needs and Population Monitoring
(NPM) and Camp Coordination and Camp Management (CCCM)/Site Management to facilitate
cross-cutting health
issues and concerns are mainstreamed and addressed across relevant sectors.
9. Participate in health and other sector-related meetings including thematic subgroups and
technical working groups. Key counterparts will include, among others, the Ministry of Health
and Family Welfare (MoHFW), World Health Organization (WHO), United Nations Children’s
Fund (UNICEF), United Nations Population Fund (UNFPA) and national implementing partners.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Nursing, Medicine, Community or Public Health or a related field from an
accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Programmatic field experience in displaced population health and in programme development;
including planning, implementation and analysis of technical health interventions and resource
mobilization.

Skills
• Knowledge of structures and functions of national and international health agencies and
donors;
• Familiarity with the health sector in the region and/or other similar resources-limited contexts is
an advantage;
• Skill in strengthening health service delivery programs, training, performance and quality
improvement and monitoring and evaluation;
• The ability to provide technical training in a clear understandable way for the field staff
considering cultural sensitivities;
• Development of health program proposals;
• Excellent writing, communication, and negotiation skills;
• Excellent analytical abilities and demonstrated capacity to draft and edit technical documents;
• Strong interpersonal skills and ability to maintain trust and good working relationships with
counterparts;
• Capacity for creative thinking;
• Team-oriented, but with capacity to work independently and with minimal supervision;
• Personal commitment, efficiency, and flexibility;
• Strong organizational and time management skills, and ability to deliver under tight timelines;
and,
• Understanding of IOM policies, procedures and institutional tools will be considered an
advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) and Bangla is an
advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
