Organizational Setting:

The position is located with the Regional Office for Asia and the Pacific of the Regional Program Division and based in Kabul, Afghanistan. The Regional Program Division is responsible for consolidating and enhancing the linkages between UN Habitat’s activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are aligned with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.

UN-Habitat Afghanistan

The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighborhood level improvement schemes to community empowerment.

The position is located within the Regional Office for Asia and the Pacific of the Regional Programmes Division and based in Kabul, Afghanistan. The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat’s activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and making sure that they are appropriate to the country context. UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are aligned with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States. Since 1992, UN-Habitat has worked closely with the government, municipal and local authorities, especially Afghan communities, contributing to the physical and social reconstruction of the country.

Integrated HLP and Shelter Response in Returnee Informal Settlements

In 2023, the Government of Pakistan announced a policy mandating the return of Afghan nationals. Since then, the International Organization for Migration (IOM) has recorded the return of over 500,000 individuals at border points in Nangarhar and Kandahar provinces. Although the flow of returns has slowed, there is a high likelihood of a second surge in the coming months. The Humanitarian Needs and Response Plan (HNRP) forecasts an additional 400,000 returns in 2024. Currently, emergency assistance is provided at border crossing points. However, considering the extreme precarity of the returning population, the support strategy is shifting to include cross-sectoral assistance in settlement areas.

At present, surveys conducted at the border indicate that 80% of returnees intend to return to their districts of origin, with the majority relocating to Nangarhar, Kandahar, Kabul, and Kunduz. In these areas, informal settlements are emerging as key sites experiencing high returnee volumes. Many low-income migrants had previously lived in these informal settlements before moving to Pakistan in search of economic opportunities and are now returning to these communities. Additionally, it is likely that returnees unable to return to or remain in their places of origin will settle in informal settlements, seeking low-cost accommodation and access to livelihoods or humanitarian services. Recent surveys of returnee informal settlements highlight access to shelter and secure land as a priority for the affected population.

In response, the proposed project will deploy an integrated Housing, Land, and Property (HLP) and shelter approach to address the needs of residents in informal settlements in high-return areas. First, project activities will document communal and household HLP rights to reduce eviction risks and provide a foundation for improved living conditions. Second, shelter repair investments will be planned and implemented to address the needs of the most vulnerable. The project aims to benefit around 56,000 people by strengthening and documenting HLP rights in three returnee informal settlements. Additionally, shelter repair support will be provided to 673 families living in damaged dwellings. Project activities will be implemented in districts of high return, specifically in Nangarhar (Kama and Jalalabad districts) and Kabul (PD 21, Dag Tarakhil).

Duties & Responsibilities

Efficient MIS Implementation:

  • A fully functional Management Information System (MIS) is designed, developed, and implemented to meet the specific needs of the project within the designated timeframe.

Accurate and Timely Data Management:

  • Reliable data collection, entry, validation, and analysis processes are established and maintained to ensure high data accuracy and integrity.
  • Regular data updates are provided to project stakeholders in a timely manner.

Comprehensive Reporting:

  • Periodic reports and analytical dashboards are produced to track project progress, highlight achievements, and identify areas for improvement.
  • These reports effectively inform and guide strategic decisions made by the project team and partners.

Enhanced Capacity Building:

  • Project staff and partners are trained and supported in using the MIS efficiently, increasing their data management proficiency and ensuring a consistent approach to data handling.
  • A culture of data-driven decision-making is fostered throughout the team and among stakeholders.

Technical Issue Resolution:

  • Technical issues related to the MIS are promptly identified and resolved, minimizing downtime and ensuring seamless project operations.
  • Ongoing system improvements are made to enhance functionality and security, accommodating any new project requirements.

Stakeholder Satisfaction:

  • High levels of satisfaction among project stakeholders and partners regarding the accessibility, reliability, and utility of data provided through the MIS.
  • Positive feedback indicates that the MIS meets or exceeds stakeholder expectations and supports the project’s strategic goals.

Contributory Role in Project Success:

  • The MIS associate’s work significantly contributes to the overall success and impact of the project, especially in terms of improving housing, land, and property rights and rehabilitating shelters for returnees.

Job Requirements

Education:

  • Education bachelor’s or master’s degree (or both) in computer sciences, social sciences, statistics, Information Science management or related field and relevant qualifications.

Experience: 

  • Bachelor’s degree and 8 years of relevant experience in Management Information System for Project Implementation at scale.
  • (or)
  • Master’s and 2 years of relevant experience in Management Information System for Project Implementation at scale.
  • Relevant experience in the implementation of Humanitarian and development projects.

Technical skills:

  • Web development experience with ASP.NET Core web API, Entity Framework Core, JavaScript SPA frameworks, bootstrap and jQuery libraries.
  • Development experience with C#, LINQ, HTML5, CSS3 and JavaScript (ES5 or ES6) languages.
  • Development experience with JAVA Spring boot, MAVEN, GRADLE and java dependencies resolvers.
  • Actively able to develop RESTful APIs in java and protecting routes using JSON Web Token.
  • Development experience with web technologies such as HTTP, Web APIs, REST and JSON.
  • Strong understanding of S.O.L.I.D principles, design patterns, best practices, dependency injections, containers and responsive design.
  • Prior knowledge of DDD, CQRS, Event Sourcing and Docker is helpful but not required.
  • Development and maintenance of the database triggers, functions, stored procedures, views and functions for hosted web applications.
  • Develop and maintain high end user secure, user friendly, web applications to meet the required software system.
  • Knowledge of visualizations and presentation tools such as Microsoft Power BI, Microsoft Vision and advanced MS Excel will be an advantage.

Language:

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Local/National Language of the duty station is required.

Other:

  • He/she must have skill of Data Management and Data Processing Software such as MS Access, MS Excel, MS Excel functions as well MS Word.
  • Good communication skills – both written and interpersonal will be essential, as most of the work will be done through a process of consultation at all levels.
  • Experience in working with IDPs and returnees.
  • Expertise in monitoring and reporting systems.
  • Knowledge of UN rules and regulations is an advantage.
  • Good knowledge of MS-Office applications.
  • Knowledge of local area and community is essential.
