Job Summary

POSITION OBJECTIVE

Reporting to the PIU Lead, the Monitoring & Evaluation Coordinator will be based in EMERGe PIU in Kabul with the overall responsibility to oversee, manage and track project data, information and donor reporting. S/he will carry out frequent visits to the field liaising with implanting partners including with members of Afghanistan’s microfinance sector to enrich delivery of the program results.

S/He will be responsible for supporting the proposed monitoring and evaluation, quality assurance and monitoring visits considering the M&E standards and approaches. The incumbent will contribute to i) the design of studies, ii) ensure data collection and quality and proper supervision in the field. He/She will also contribute to data analysis and reporting of various M&E activities and studies. The M&E Coordinator will provide support and technical assistance to PIU and other implementing partners of EMERGe on data management and reporting.

Duties & Responsibilities

1. Technical/management:

– Lead on the design and implementation of project evaluation studies as proposed in EMERGe Project Appraisal Document (PAD through technical inputs in the areas of, design, implementation, analysis and reporting.

– Contribute to the preparation and facilitation of ToTs and enumerators training for all M&E related studies where required.

– Support the updates of projects PMF according to PAD in coordination with regional MERL and MIS coordinator.

– Support the data quality of all M&E related studies through proper supervision, training and feedback loops.

– Support the data extraction and provide data and information for proposal development and Global Core Indicators when needed.

– Organise and conduct joint monitoring visits of different program areas including quality control and quality assurance mechanisms.

– Support and contribute to program sectors monitoring processes by providing technical inputs and ensure that all monitoring reports are documented and presented.

– Work with regional teams where required regarding monitoring of programs and support capacity building of teams at regional and national levels.

– Support the performing quality assurance visits and its reports where required both at NPO and Regional levels.

2. Reporting:

– Reports of Head of EMERGe PIU regarding data cleaning, analysis and quality checks.

– Support the overall reporting for M&E related studies including baseline, midline and end-line.

– Contribute and support the dissemination events including developing power point presentations, agenda and handouts.

– Ensure that all M&E related studies are followed by field reports which later complement the studies’ reports.

– Ensure that all monitoring findings are reported on time to relevant sources.

– In close collaboration with regional teams, support the dissemination of monitoring findings and ensure that feedback is recorded.

3. Coordination:

– Lead on the coordination of all M&E related studies.

– Lead and coordination on timelines, budget, responsibilities and expected deliverables of M&E studies.

– Support the coordination of all monitoring visits with national program themes & sectors and regional offices.

– Support the coordination of reporting and dissemination events at national and regional levels.

– Support and coordinate the planned ToTs and training of enumerators with regional MERL teams as required.

4. Commitment to Child Safeguarding/ Child Protection:

– To carry out the responsibilities of the role in a way which reflects AKF (Afg)’s commitment to protecting children, vulnerable groups, disabled rights in accordance with the Child Safeguarding Policy and other relevant policies.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES

– Overall, Responsible for the support of Monitoring and Evaluation planned and proposed activities under various proposals according to their PMF(s).

– Contribute to / and coordinate the dissemination of monitoring and evaluation findings.

– Perform any duty assigned by the supervisor.

DECISION-MAKING & AUTHORITY

1. Management and supervision

– Update team member for any special task and support.

– Ensure that consultation with staff, beneficiaries and partners is a key element of AKF’s work.

2. Technical

– Support the planning and implementation of planned ToTs, Enumerators training and monitoring visit.

– Support the team and contribute to teamwork environment within MERL.

Job Requirements

– Bachelor’s Degree in social sciences, economics, computer science or related field, master degree is preferred.

– Minimum 05 years of experience in the field of M&E with a reputed INGO/NGO in Afghanistan.

– Experience with database management.

– Proficiency in Google Earth, MIS, GIS, Microsoft Office mainly Excel, Word and Power Point including online data management and data entry platforms.

– Proficiency in Power BI, ODK, ONA & KOBOO will be a distinct advantage.
