Job Description:

Position Description:

The MEAL Manager will lead the development and implementation of comprehensive monitoring and evaluation frameworks to assess the effectiveness, impact, and sustainability of DACAAR’s programs. This role is pivotal in ensuring that DACAAR’s interventions are data-driven, impactful, and aligned with organizational goals and donor requirements. The MEAL Manager will also oversee the standardization of MEAL procedures, the development of manuals and guidelines, and ensure that MEAL staff adhere to best practices

Responsibilities:

  • Develop and implement a structured MEAL framework that is aligned with DACAAR’s strategic goals, donor requirements, and international best practices.
  • Development standardize key performance indicators for all DACAAR programs.
  • Oversee baseline, midline, and end line evaluations.
  • Maintain digital tools for real-time monitoring (Kobo Toolbox, ODK, Com Care, or mobile-based surveys).
  • In close coordination Develop a comprehensive MEAL manual detailing all processes, tools, reporting templates, and data validation methodologies to ensure standardization across all projects.
  • The MEAL Manager should establish and maintain protocols for data collection, validation, triangulation, and storage to ensure accuracy and consistency in reporting.
  • Design trainings for MEAL staff and program teams on best practices in data collection, impact assessment, and adaptive learning.
  • The MEAL Manager should lead the analysis of both quantitative and qualitative data to generate comprehensive reports.
  • The MEAL Manager should ensure producing detailed MEAL, donor-specific, and quarterly and annual impact assessment reports.
  • Ensuring affected populations can report concerns safely and confidentially through multiple channels, including AWAAZ Afghanistan, community meetings, and digital feedback systems.
  • Ensure transparent reporting of program progress, challenges, and impact to donors while integrating feedback from beneficiaries to improve program implementation.
  • The MEAL Manager should ensure collaboration with government and other relevant entities for policy alignment.
  • Ensure addressing protection concerns for vulnerable groups.
  • Establish feedback loops ensuring MEAL findings are actively used to refine project implementation.
  • Conduct learning reviews and after-action assessments to improve program strategies.
  • Foster a culture of continuous learning and evidence-based adaptation within DACAAR.
  • Facilitate internal learning sessions to share MEAL insights, success stories, and challenges to foster a culture of learning and adaptation.
  • When requires liaise with external consultants and evaluators to facilitate independent project evaluations and impact assessments.
  • Work closely with the Grants and Communication Manager and other relevant staff to integrate MEAL findings into donor proposals and reports.
  • Represent DACAAR in MEAL meetings with stakeholders.
  • Ensure MEAL practices meet donor requirements and use MEAL data for risk assessments.
  • Integrate MEAL insights into the organizational strategy and assist in proposal development using data-driven insights.
  • Ensure MEAL findings are communicated across departments
  • The holder of this position must strictly follow the organization existing security policies, procedures and daily instructions of the safety personnel.
  • Work closely with the Communications Team to ensure photos, videos, case studies and human interest stories are produced in support of donor reports and DACAAR visibility needs.
  • Any other task given by the Supervisor.

Job Requirements:

Education/ Qualification and Employment Benefits

Education: Master’s degree in Development Studies (International Development), Statistics, Social Sciences, or in any related field is required.

Experience: Minimum of 7-10 years of experience in Monitoring & Evaluation, preferably within the humanitarian or development sector with International NGO’s required.

Other qualifications’ an advantage:

  • Proven experience in designing M&E frameworks, manuals, and impact assessment methodologies.
  • Strong background in quantitative and qualitative research methodologies, data analysis, and statistical tools (SPSS, STATA, R, or Power BI).
  • Experience in leading and managing M&E teams.
  • Familiarity with donor reporting standards (e.g., USAID, UNHCR, EU, DFID, ECHO).
  • Strong analytical, problem-solving, and strategic thinking skills.
  • Excellent writing and communication skills in English (Dari/Pashto proficiency is a plus).
  • Advanced expertise in digital data collection and visualization platforms.
  • Ability to train and mentor M&E staff effectively.
  • Strong understanding of humanitarian principles and ethics in M&E.

Languages: Oral and written fluency in (English, Pashto and Dari) is required.
