Job Description

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees required to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity, and hope to millions who are uprooted and struggling to endure.

Background:

In partnership with the IKEA Foundation, the IRC and a network of local and global partners have developed a program – Refugees in East Africa: Boosting Urban Innovations for Livelihoods Development (Re:BUiLD) – that sets out to do just that. Re:BUiLD’s vision is for urban refugees and vulnerable host residents to achieve economic self-reliance and benefit from strengthened urban economic, regulatory and social environments. Re:BUiLD will strive to enable change at varying levels, from better access to livelihoods opportunities and inclusive services within communities, to improved refugee-related policies and more targeted and effective service delivery from national, regional and global actors.

Scope:

Working under the direct supervision of the Senior MEAL Officer and technical guidance from the Project Manager, the MEAL Officer will be based in IRC Urban Office in Nairobi, Pangani Livelihood Resource Centre. The MEAL Officer will work closely with all program staff in the field to implement the IRC Re:BUiLD MEAL commitments and improve program quality through enhanced data management systems and processes.

The MEAL Officer will be responsible for owning the day-to-day MEAL issues arising in the Field Office and providing technical support to field teams to ensure the effective implementation of projects.

Responsibilities:

Provide direct support to monitoring and evaluation processes of all the projects in the field site.
Support projects to adhere to the IRC`s Monitoring and Evaluation standards.
Take part in all data analysis and action planning meetings organized by the project.
Keep the database up to date and help program staff prepare periodic high-quality reports.
Assess M&E technical capacity needs in the field office, prepare and implement a capacity-building plan on data collection, cleaning, analysis, presentation, and use with support from the Senior MEAL Officer.
Provide support in Baseline, Endline Evaluations, Post Distribution Monitoring (PDMs), Satisfaction Surveys and Client feedback activities.
Conduct regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified.
Maintain open and professional relations with other team members while promoting strong team spirit.

Qualifications
A Degree in Mathematics, Education, Statistics, Economics, Community Development, Project Management, or any business-related course.
A strong dedication to the mission and values of International Rescue Committee.
Excellent attention to detail and accuracy in data collection and entry.
Basic understanding of data collection tools and mobile data collection systems, with a willingness to learn.
Strong communication skills to effectively participate in discussions and interviews during qualitative data collection.
Ability to work collaboratively in a team and be guided by the M&E team lead.
Proficiency in using technology, especially mobile devices, and data collection apps.
Prior experience in data collection, surveys, or related fields is a plus.
Standards of Professional Conduct: The IRC and IRC workers must adhere to the values and principles outlined in IRC Way – Standards for Professional Conduct. These are Integrity, Service, Accountability and Equity. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity Anti-Retaliation and Combating Trafficking in Persons.

Gender Equality: IRC is committed to narrowing the gender gap in leadership positions. We offer benefits that provide an enabling environment for women to participate in our workforce including parental leave, gender-sensitive security protocols and other encouraging benefits and allowances.

Equal Opportunity Employer: IRC considers all applicants on the basis of merit without regard to race, sex, color, religion, sexual orientation, age, marital status, veteran status, or disability. We will ensure that individuals with disabilities are provided reasonable accommodation to participate in the job application or interview process, to perform essential job functions, and to receive other benefits and privileges of employment.
