About This Role
The primary responsibility of the role will be to provide technical support on Monitoring, Evaluation and Learning (MEL) system for the Western Community Children Program(WCCP). He/she also supports country office and global program strategic initiatives when needed. The post holder will review relevant data collection and reporting tools to ensure that there is standardization of monitoring and evaluation processes. S/he will be responsible for the utilization of the Global monitoring and evaluation platform called Comprehensive Approach to Monitoring Evaluation and Learning (CAMEL) to inform program improvement and decision making. CAMEL is a suite of data collection and management applications including DHIS2, CommCare and a cloud-based data warehouse.
Required Experience and Education
Diploma in Monitoring and Evaluation, Knowledge Management, Information Technology, Project Planning and Management or Applied Statistics with specialized training in monitoring and evaluation from a recognized University. A Bachelor’s degree in the same area will be an added advantage.
A minimum of 1-3 years of supporting the design and implementation of monitoring and evaluation of projects/programs in the development sector/non-profit preferably in multiple locations i.e. counties.
Working experience with international NGOs with a focus on child programming.
Experience in building capacity / coaching of individuals or teams, in M&E system design, tool development digital data collection, quality checking, analysis, reporting.
Proven skills in statistical analysis and data visualisation using Excel, Power BI, Nvivo, DHIS2, ODK/Kobocollect, CSPro, SPSS, STATA.
Good written and spoken communication and interpersonal skills
Demonstrated qualitative and quantitative analytical skills
Ability to work independently under pressure and short deadlines
Primary Responsibilities
Results Based Monitoring and Evaluation
Support the development and review of WCCP detailed implementation plan, workplans, M&E framework and indicator performance tracking templates, data collection tools, participant databases and oversee quality implementation of M&E activities to meet ChildFund standards.
Monitor and report the status and progress of program performance indicators and budget expenditures.
Conduct process and outcome monitoring to assess quality of activity implementation, routine data quality audits and document field visit reports and action plans.
Providing support during internal/external reviews, evaluations and lessons learned activities.
Coordinate various evaluations, assessments and reviews including assistance on the recruitment of Research assistants, data collection, analysis and reporting among others.
Develop and maintain Dashboard in Microsoft Excel to reflect on progress of program and financial performance.
Capacity Building and Support
Support in the assessment of the WCCP staff and volunteers’ capacity in various aspects of monitoring evaluation and learning.
Provide training, mentoring and coaching to WCCP staff and volunteers on MEL processes and activities.
Management Information system
Support in the ensuring the CAMEL management information system is up to date and used in running in all reporting requirements for the program.
Ensure all users of the systems are supported to input data, visualize and report effectively.
Troubleshoot for all systems users and report any issues to the MEL Manager.
Facilitate capacity building sessions for new users and refresher trainings for other existing system users of the Management information System (MIS).
Work with the IT Officer to ensure all users are equipped with functional smart phones and tablets for use in data collection and reporting on CAMEL DHIS2 platform.
Navigate the MIS to check on encoded data, generate MIS reports, provide feedback to users, and share with relevant persons for utilization.
Knowledge Management and Learning
Provide support in the preparation of routine internal program progress reports
Support the documentation of WCCP program best practices and lessons learnt through various learning products such as Case studies, Human Interest stories and Success stories.
Take an active role in ensuring that staff are compliant in uploading data and reports into SharePoint and other relevant online systems and maintain such database systems.
Work with project staff to promote learning culture and ensure learning is shared across field site offices and other implementing partners.
Participate and contribute to partnership meetings and advocacy forums in the counties to represent the interest of WCCP and ChildFund.
Support the monthly staff meeting, quarterly review meetings to discuss progress, challenges and lessons learnt informed by M&E data.
Any other duties as maybe assigned from time to time by the supervisor.
