Job Description:

The Monitoring & Evaluation Specialist is responsible for leading the M&E Unit at DWSSO, managing project-level M&E plans, and supporting technical work including reviewing reporting methods, result frameworks, designing data collection and reporting tools, and advising project teams on M&E activities. The M&E Specialist will ensure high standards of monitoring and evaluation, providing crucial insights and reports to enhance project effectiveness and impact.

The Monitoring & Evaluation Specialist will be reporting to the Deputy Executive Director of DWSSO.

Job Requirements:

The individual would be responsible for the following activities:

  • Develop and implement a comprehensive M&E strategy for DWSSO projects, aligned with organizational goals and donor requirements.
  • Manage project-level M&E plans, ensuring they effectively track progress, outcomes, and impact against stated objectives.
  • Provide technical expertise in reviewing reporting methods, result frameworks, and evaluation methodologies.
  • Design and refine data collection and reporting tools to ensure accurate and efficient tracking of project activities and results.
  • Identify and address training needs among staff and partners, conducting workshops and sessions to enhance M&E skills and understanding.
  • Analyze collected data to produce meaningful insights and compile comprehensive reports that inform decision-making and demonstrate project impact.
  • Ensure the quality and reliability of collected data through regular audits and validation processes.
  • Coordinate and oversee evaluation activities, including baseline, mid-term, and end-line assessments.
  • Provide ongoing advice and support to project teams on M&E matters, fostering a culture of continuous improvement.
  • Engage with internal and external stakeholders, effectively communicating M&E findings and incorporating feedback into future planning.
  • Overall responsible for development of an appropriate M&E system for the DWSSO projects.
  • Establish a system of data collection for the project’s performance monitoring system, for ensuring the availability of reliable and timely data, and for working with colleagues on data analysis and reporting.
  • Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks.
  • Indentify project evaluation needs and priorities, establish protocol, analysis, interpret and communicate results to key stakeholders including programme implementer.
  • Prepare periodic reports on project and activities to the Executive Director and proactively provide additional support as required by Deputy Executive Director.
  • Other tasks as needed.
