Purpose of the job: 

Under the guidance of the Monitoring Specialist, the Monitoring Officer is accountable for the overall Planning, Coordination, and Implementation of Extender Monitoring Approach/Modality. The Monitoring Officer will be accountable for the achievement of the key end results by providing technical expertise in ensuring data (Qualitative and Quantitative) is available for performance monitoring, effective planning and coordination of extender modality, effective knowledge management, and capacity building of extender with a special interest on adherence of SEA risk mitigation measures established in the Standard Operational Procedure (SoP).

Summary of key functions/accountabilities:

1. Performance Monitoring of Extender Approach

  • Provide technical support to Develop a system to monitor the performance of the Third-Party Service Providers (TPSP) Long Term Agreements (LTA) contracts and ensure that they deliver according to the terms of reference which to enable UNICEF to get better Value for Money.
  •  Support technical reviews of Long-Term Agreements (LTA) documents to ensure they are in line with programmatic needs, and include relevant clauses, including regarding duty of care.
  • Conduct review of Terms of Reference and budgets reviews and follow-up with Sections and Field Offices for contract renewals, amendments, or cancelations.
  • Support the establishment of a mechanism to collect complaints and feedback from Extenders so that all categories of Extenders have outlets to voice potential grievances, including PSEA, Sexual Harassment and other sensitive complaints.
  • Monitor and receive all grievances from Extenders and channelling them to the respective sections and focal persons.
  • Ensure performance evaluations are conducted for all categories of Extenders and feedback is provided on their performance.

2. Planning and Coordination

  • Monitor the implementation of the Extender Standard Operating Procedures and enforce Sections’ compliance with the provisions.
  • Sensitise UNICEF programme Staff on the Extender SoP and guide the implementation of the SoP in line with the organisational priorities.
  • Support sections to develop Extender Annual Workforce Plans implementation and monitor the implementation of the workforce plan in collaboration with the programme sections.
  • Support the training and orientation sessions on the Extender SOPs, workflows and other guidelines in coordination and consultation with the Supply Section, Programme Sections and Field Offices for the management of Extenders.
  • Support the implementation of the Extender SoP by reviewing the planning, recruitment, and management of the Extender Contracts.
  • Support the coordination of invoicing and payroll management activities, including identification of bottlenecks and problem solving.
  • Support the Extender Taskforce which guides the implementation of the Extender workforce in the Office. This role will coordinate the review of the SoP in line with emerging needs and changing operational environment

3. Knowledge Management

  • Contribute to Programme Sections by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting as well as sharing knowledge across sections on best practices in Extender Workforce Management.
  • Manage the Extender database and conduct data cleaning to ensure the integrity of data on Extenders. Conduct Extender data analysis, come up with trends and insights on the performance of the workforce. Lead the preparation of, and making professional contribution to, the preparation of Extender update reports required by management.
  • Contribute to the development and delivery of tools and processes for the performances assessment of all categories of Extenders, including KPIs that are general and programme specific.
  • Maintain a database of all Extenders and issues affecting them which include the numbers of Extenders, their categories, disciplinary cases amongst other data points. This role will lead the development of the Monthly Extender Key figures for sharing with management.

4. Capacity Building

  • Coordinate Extender capacity building initiatives and ensure that all Extenders have received a minimum package of capacity building package.
  • Track all capacity building initiatives for Extenders and coordinate cross sectoral trainings within the office.
  • Coordinate central level capacity building initiatives on Extenders which include the provision of Prevention of Sexual Exploitation and Abuse (PSEA) and Sexual Harassment (SH) trainings for all Extenders. The role will also consolidate data on all capacity building initiatives on Extenders.

To qualify as an advocate for every child you will have…

  • A university (bachelor’s) degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
  • A minimum of two years of relevant professional work experience in Programme Monitoring, Programme Management and Administration is required.
  • Experience in managing and monitoring similar workforce is an added advantage.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
