UNICEF COLOMBIA seeks to contribute to ensuring that Colombian children and adolescents can live in a country where the State and society guarantee the realization of their rights, social inclusion and non-violence within the framework of national legislation, human rights instruments and international law. We work with a special focus on the departments where children have the fewest opportunities: Chocó, Nariño, Arauca, La Guajira, Norte de Santander, Atlántico, Antioquia and Vichada. 

Child protection

We work to ensure that the 16 million children and adolescents in Colombia have access to protection systems that allow them to live free from violence, abuse, and exploitation, with a special focus on gender-based violence.

We strengthen institutions with knowledge and information to protect children. Together with the government, we support children and adolescents affected by poverty, inequality, and violence.

Purpose of the contract:

In Colombia, maternal health has been one of the public health priorities, and for this government in particular, it is an ethical imperative to join forces toward a common goal: No more preventable maternal deaths. Thus, the National Development Plan, “Colombia, a global power for life,” defined the following as a major goal: Reducing maternal mortality to 32 deaths per 100,000 live births, a goal endorsed in the Ten-Year Public Health Plan 2022–2031.
With this powerful message, the Ministry of Health and Social Protection called for action from all stakeholders to contribute to accelerating and adjusting the maternal mortality trend. This call was materialized in the Acceleration Plan for the Reduction of Maternal Mortality (PARE-MM), which defines a common and shared purpose in the adoption of commitments within the framework of the competencies and responsibilities of the SGSSS members; partnerships with cooperation agencies and academia; and monitoring of strategic and evidence-based actions that allow progress toward achieving this health outcome.
Since the implementation of the Plan, a decrease in cases and the maternal mortality ratio, as well as in the case fatality rate due to extreme maternal morbidity, has been achieved in the prioritized territories. As of week 52 of 2023, a total of 224 cases were reported (261 cases at the same time in 2022) and a maternal mortality ratio of 37 per 100,000 live births (compared to an MMR of 43 for 2022). Despite these efforts, the expected acceleration in the Maternal Mortality Ratio has not been achieved in 2024. As of epidemiological week 19, there have been 76 maternal deaths, corresponding to a 3.3% reduction compared to 2023.
Furthermore, considering that infant mortality is a key indicator of a country’s development, and its reduction depends not only on access to health services or the effectiveness of the health system, but also on biological, socioeconomic, and environmental conditions, as well as access to basic services (drinking water, basic sanitation), the country has set a goal of reducing infant mortality to 15.3 per thousand live births by 2031.
Despite the progress and efforts made, currently, the infant mortality rate for the country is 18.3 (2021) per thousand live births, this figure represents an increase compared to the last five years, this situation calls on the national government to intensify intersectoral and sectoral actions and implement a plan that contributes to focusing strategies in the territories with the highest concentration or incidence of infant mortality.
Therefore, it is necessary to analyze and understand infant mortality based on the determinants and factors associated with it at the national, departmental, and municipal levels in order to implement the plan and identify the most effective interventions to reduce mortality among children under one year of age.
In this context, the aim is to hire a consulting firm that can implement, through technical assistance products and processes, the provisions of the Acceleration Plan for the Reduction of Maternal Mortality (PARE-MM), as well as other sectoral and regulatory processes currently in force related to the prevention of maternal and infant mortality.

Requirements: 

  • Professional degree in medicine with a specialization in Gynecology and Obstetrics, with a master’s degree in Public Health or Epidemiology desirable.
  • 9 years of professional experience in maternal health.
  • Experience in territorial management processes or implementation of public policy instruments in maternal and/or child health, coordinating, monitoring, and evaluating projects in social or health areas related to maternal and perinatal health care.
  • Specific experience in information management, monitoring and evaluation of projects in the health field.
  • Specific experience in managing health services within the framework of comprehensive risk management.
  • Ability to work in a team and extensive knowledge of various topics related to maternal health.
  • Ability to reach agreements and negotiate with the different members of the Health System.
  • Ability to analyze and provide feedback on documents and reports, and write and synthesize technical reports.
  • Knowledge of the most commonly used statistical programs.
