Job Summary

Global Fund Programs in Afghanistan

In July 2014, UNDP was selected by the Country Coordinating Mechanism (CCM) of Afghanistan as the Principal Recipient of four Global Fund Grants: HIV, Tuberculosis (TB), Malaria, and Health System Strengthening (HSS). The goal of the Global Fund-funded HIV programme, which will start on 1 July 2016, is aligned with the goal of the National Strategic Plan(NSP): Investing in the Response to HIV, 2016-2020, namely to maintain prevalence of HIV below 0.1% among general population and below 5% among the key population at high risk in the country. Afghanistan has a low and concentrated HIV epidemic and HIV is a public health concern among the key affected and vulnerable populations. One of the programme objectives is to maintain and scale-up prevention interventions among key populations at high risk and vulnerable groups.

Job Summary:

Overall Objective of the Consultancy:

The incumbent (Civil QA/QC Engineer) will supervise and oversee the Construction of Nangarhar Regional Reference (RRL) lab to ensure compliance with approved design, BoQ and specifications. He/She will have the following functions.

Duties & Responsibilities

Duties and Responsibilities:

The incumbent will be responsible to carry out the following specific activities.

1. Construction of Nangarhar RRL, field visit of the three ICU ward for O2 Plant DLP in Mazar Kandahar and lager ICU ward, incinerator room, and generator sheet CPHL renovation and support for three ICU ward solar

• Supervision of renovation of three ICU ward,

• Oversee implementation of the design to ensure compliance with approved design and BoQ and specifications.

• Conducted on-site meetings to assist and clarify technical issues as required.

• Ensure sampling and testing for conformance of the materials to the Technical Specification is carried by the contractor.

• Monitor in site material qualification tests provided by the contractor and review the test results. Recommend further evaluation testing etc. when necessary.

• Take direct responsibility for supervision of contractors in the areas of monitoring, change orders, contract compliance. Quality assurance, safety and documentation of all interaction.

• Bring to the attention of head engineer any work which are not meeting timelines or where quality/safety standards are not being met and provide solutions for improving the quality of work.

• Ensures that contractors adhere to Quality Control plan and the quality of materials used and work performed complies with Contract specifications, drawings and BOQs (Bills of Quantities).

• To carry out field activities, including daily inspection of materials/works, quality of materials/work, and supervision of construction/renovation under UNDP-GFP and provide technical support to ensure the project results are achieved within stipulated timelines.

• Use material qualification tests to evaluate the conformance of material with the technical specifications prior to construction.

• Ensure the contractor keeps a daily recording construction events and progress, weather, contractor personnel on site etc.

• Quantity estimation of each work being done on site and cross checking with contracted BoQ.

• Prepare construction progressive report of construction activities on daily basis.

• Commence, monitor and complete the renovation works as per the agreed bill of quantity and hand over the sites to respective governmental counterparts.

• Supervise the renovation within each site to assure the quality is maintained as per the agreed bill of quantity.

• Inspection of holding points to allow the contractor to proceed for further work. The critical holding points may be layout (siting of components), finished level of foundation, foundation works, horizontal and vertical alignments of column and beams etc.

• Meeting with representatives of the contractors on regular basis for reviewing the work progress, finding solutions to problems surfaced and setting targets for contractors for coming days or week.

• To assist in preparation of the detailed implementation work plans for timely commencement, implementation and completion of project activities.

• Facilitate the payment process to the vendor for the renovations and construction based on the confirmation of the civil works during visits and agreed tranches.

• Review Time schedule/ Gantt chart submitted by the contractor.

Payment Modality:

Payments under the contract shall be on monthly based and be made on receipt of specific milestone and including a timesheet according to UNDP procurement formats for the contractors. The milestones shall be certified by Senior Project Engineer and UNDP TB/RSSH Programme Officer and the payment shall be made upon approval by the GF Programme Manager.

Job Requirements

Skills:

Language:

• Excellent written and spoken English;

• Afghanistan language (Pushto or Dari) is an asset.

Qualifications

Academic Qualifications:

Minimum 5years of hands-on experience in management of construction contracts, monitoring of construction of schools, hospitals, governmental buildings, etc.

Thorough knowledge of the construction industry in Afghanistan.

Work experiences with UNDP or UN or International NGOs in similar fields would be an added advantage

Job Location and duration:

The consultant will be based in construction site, Nangarhar and Kabul Afghanistan. Consultant’s movement for meetings and consultations shall be coordinated by UNDP. The consultant is at all times required to observe UNDP security rules and regulations

Education:

Bachelor’s degree in civil engineering.
