Global Fund Programms in Afghanistan
In July 2014, UNDP was selected by the Country Coordinating Mechanism (CCM) of Afghanistan as the Principal Recipient of four Global Fund Grants: HIV, Tuberculosis (TB), Malaria, and Health System Strengthening (HSS). The goal of the Global Fund-funded HIV programme, which will start on 1 July 2016, is aligned with the goal of the National Strategic Plan(NSP): Investing in the Response to HIV, 2016-2020, namely to maintain prevalence of HIV below 0.1% among general population and below 5% among the key population at high risk in the country. Afghanistan has a low and concentrated HIV epidemic and HIV is a public health concern among the key affected and vulnerable populations. One of the programme objectives is to maintain and scale-up prevention interventions among key populations at high risk and vulnerable groups.
Job Summary:
Overall Objective of the Consultancy:
The incumbent (Electrical Engineer) will supervise and oversee the implementation of electrical installation works for three PSA Oxygen Plants including panel board design, the Solar Cases in Kabul for CMS, and in provinces for three ICU Wards, and Progress and approval of all electrical submittals of construction of Regional Reference Lab, to ensure compliance with approved design, BoQ, and specifications. He/She will have the following functions.

The incumbent will be responsible to carry out the following specific activities.
The Design Electrical Engineer shall ensure the following key functions are performed to a high standard:
1. Prepare electrical technical design documents for three PSA plants:
• prepare technical documentation for the assessment of existing PSA rooms, ICU ward. The assessment should pay consideration to electrical connections of PSA plant missionary to panel board then city power and generator room.
• Prepare high-quality and timely as built electrical layouts for the PSA Plant rooms and solar system for UPS panel board, will be implemented in collaboration with the previous ICU electrical design.
• Coordinate with the design engineer for the civil works needed to implement the electrical design.
• Prepare the BoQs, specifications and cost estimate for the PSA Plant, earthing system, solar system and other related electrical works.
• Provide scope of work for the PSA Plant, earthing system, solar system and other related electrical works
• Provide risk mitigation plan. for the PSA Plant, earthing system, solar system and other related electrical works
• Prepare work plan and time schedule for the PSA Plant electrical connections, earthing system, solar system and other related electrical works.
• Submit weekly and monthly report for the progress of work.
2. Monitors and supervises of Electrical of Three PSA plant of ICU wards, all Electrical submittal of Regional Reference Labs, including Installation of Solar Cases in Kabul, and three ICU ward in provinces,
• Conducted on-site meetings to assist and clarify technical issues as required.
• Bring to the head engineer’s attention any work that is not meeting timelines or where quality/safety standards are not being met and provide solutions for improving the quality of work.
• Ensures that contractors adhere to Quality Control plan and the quality of electrical materials used and work performed complies with Contract specifications, drawings and BOQs (Bills of Quantities).
• Commence, monitor, and complete the electrical works of renovation and construction as per the agreed bill of quantity
• Ability to handle multiple tasks simultaneously, set priorities, and work independently
• Oversee of the electrical connecting system in Three ICU wards PSA Plant room, Construction of Regional Reference Labs, the Solar Cases in Kabul, and provinces, PMDT Sites, and PH Labs to ensure that objects are built and finished with high-quality standards within the contractual time frame and budget.
• Ensure proper liaison, coordination, and exchange of information with UNDP Management, MoPH, PPHDs, and other stakeholders.
• Support the UNDP-GFP Senior Project Engineer in ensuring overall and timely delivery of the project implementation;
• Provision of visit reports to the Senior Project Engineer and provide inputs for the periodic and final Reports to inform Management and the key stakeholders of trends and conditions in the Project;
• Coordinate with the Field Engineer for the progress of work and quality issues. If the Field Engineer is not available, take direct responsibility.
• Prepare quality control and quality assurance documentation related to electrical engineering.
• Assist the Construction Engineer and the Project Manager in the preparation of bidding documents for the new building as well as the buildings to be refurbished.
• Prepare detailed electrical engineering design documentation including drawings, specifications and scope of work reports to be included in construction tender documents.
• Preparing design drawings for panel board of PSA plant rooms along with the earthing system
• Ensure all design and construction of electrical work is carried out in accordance with and in compliance with industry standards and international best practice energy efficiency principles, standards, guidelines, and specifications.
3. Provides general office support:
• Assist in the management of logistical support to the unit;
• Prepare and maintain status reports for projects under implementation and for completed projects.
• Attend meetings and prepare minutes of meetings.
Payment Modality:
Payments under the contract shall be on monthly based and be made on receipt of specific Expected deliverables and including a timesheet according to UNDP procurement formats for the contractors. The milestones shall be certified by Senior Project Engineer and UNDP TB/RSSH Programme Officer and the payment shall be made upon approval by the GF Programme Manager.

Qualifications
Academic Qualifications:
Minimum 7 years of hands-on experience in management of construction contracts, monitoring of construction of schools, hospitals, governmental buildings, etc.
Proficiency in AutoCAD and any other electrical design software is an asset.
Thorough knowledge of the construction industry in Afghanistan.
Work experiences with UNDP or UN or International NGOs in similar fields would be an added advantage
Job Location and Duration:
The consultant will be based in Kabul and travel to all planned provinces, in Afghanistan. Consultant’s movement for meetings and consultations shall be coordinated by UNDP. The consultant is at all times required to observe UNDP security rules and regulations
Education:
Bachelor’s degree in electrical engineering.
