An overview
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Integrating gender perspectives into statistical systems is crucial for producing data that accurately reflects the diverse experiences and needs of women, men, girls, and boys in society. Traditional statistical systems often overlook gender-specific issues, leading to gaps in data that can obscure the realities faced by different genders. By incorporating gender perspectives, statisticians can ensure that data collection, analysis, implementation, and reporting processes are inclusive and representative. This approach helps to identify and address gender disparities in various sectors such as health, education, employment, and political participation, contributing to more equitable and informed decision and policymaking.
The development of a Gender Statistics Manual is essential for standardizing the methodologies used to integrate gender perspectives into statistical systems. Such a Guideline provides clear guidelines and best practices for collecting, analyzing, and reporting gender-sensitive data. It serves as a valuable resource for statisticians, researchers, and policymakers and data users in general, helping them to understand the importance of gender-sensitive data and how to effectively incorporate it into their respective work. By following the Guideline, data producers can ensure consistency and accuracy in gender statistics, which is critical for monitoring progress towards gender equality and assessing the impact of policies and programs on different segments of society.
Recognizing the critical importance of gender in statistical analysis, the Ethiopian Statistics Service has prepared a draft Guideline outlining key components. To further refine and enhance this Guideline, it is essential to engage a qualified professional who can ensure the creation of a comprehensive and meticulously reviewed document. Therefore, this recruitment of a consultant aims to facilitate the development and finalization of a Gender Statistics Guideline.

The consultant will be reporting to UN Women, National Program Coordinator, and will be supported by The Program Analysist for Gender and Statistics (Selam Gebretsion), who will be the point of contact on the contract and payment issues.
Responsibilities
Description of Responsibilities/ Scope of Work
The consultant will be responsible for:
- Conducting a literature review of existing gender and statistics Guideline.
- Collaborate with statistics professionals to develop a comprehensive gender statistics Guideline.
- Develop a comprehensive and user-friendly Guideline on gender statistics, incorporating both theoretical concepts and practical examples.
- Moderate a validation workshop and incorporate inputs gathered from relevant stakeholders
- Finalize the Guideline based on feedback received and submit a hard and soft copies of the Guideline to UN Women within agreed timeframe.

FUNCTIONAL COMPETENCIES:

Requirements
Education and Certification:
- Master’s degree or equivalent in Statistics, Demography, Development Economics, International Development, or any other relevant field. A first-level university degree with a combination of five additional years of experience can be accepted in lieu of an advanced degree.
Experience:
- 5 years of progressively responsible experience in Gender Statistics with research, data collection, processing, and analysis.
- Experience in developing training Guidelines and guidelines is required.
- Experience coordinating and liaising with government agencies is an asset.
- Knowledge of gender issues and women´s empowerment
- Work experience within UN Women and or the UN system is an asset.
- Experience in drafting quality and timely research reports, policy briefs, and position papers.
Languages:
- Fluency in English and Amharic is required.
