Job Summary
As a trusted, long-term partner of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund, GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Within the HIV, Health and Development Group, Bureau of Programme and Policy Support, Global Policy Network the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.
In Afghanistan, UNDP is the interim Principal Recipient for the three diseases, HIV, TB and malaria and health system strengthening (the ‘Grant’). The country has also accessed additional GF resources for the COVID-19 response (C19RM) and emergency, which is consolidated with the Grant and is being implemented by UNDP Afghanistan. For effective implementation of the Global Fund resources, UNDP Afghanistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national pharmaceutical and laboratory supply chain systems.
Procurement of health and non-health products, and various services represents a significant portion of expenditures of the Global Fund Programmes. The Logistic Associate is a key member of the Procurement and Supply Chain Management Unit, which manages and participates in all aspects of the PSM cycle: Product selection, Quantification and Forecasting, Procurement, importation certificate from AFDA and MOFA exemptions. Warehousing, Distribution, Quality Assurance and LMIS management. The Logistic Associate will play an important role in Program implementation providing support to GFP program by providing general oversight and providing day to day management of the logistic services. Acting under the overall guidance and supervision of PSM specialist, the Logistic associate is responsible for the following key deliverables:
• Ensures Operational policies and procedures are well implemented.
• Supports in managing all logistics operations required to ensure delivery of goods and services.
• Supports on logistic management for health supplies e.g., green light procedure, shipping documents, packaging requirements, temperature requirement, delivery requirement, handling of goods, loading/offloading etc.
• Monitors and tracks of all shipments with regular follow-ups with the freight forwarders and suppliers on timeliness of delivery; and
• Advises the supervisor about any delays and possible deviations from the logistic plan and advise on possible corrective action.
Duties & Responsibilities
Under the overall guidance and supervision of PSM specialist the Logistic Associate is responsible for the following:
Efficient management of logistic processes for the project with the following key responsibilities
• Ensures Operational policies and procedures are well implemented.
• Ensure adequate reception and storage of non-health/health commodities procured under GF- grant.
• Ensure processing of importation certificate from Afghanistan Food and Drug Authority [AFDA], Customs Revenue Department [CRD] and Ministry of Foreign Affairs [MoFA] exemptions.
• Facilitate and follow up with AFDA importation certificate process.
• Assist PSM specialist in rapid processing of customs clearance procedures and organize the reception of products at the central level.
• Ensure timely processing of the invoices pertaining to the customs clearance services invoices and logistic services received from LTA holder/service provider(s).
• Supports in managing all logistics operations required to ensure delivery of goods and services.
• Supports on logistic management for health supplies e.g., green light procedure, shipping documents, packaging requirements, temperature requirement, delivery requirement, handling of goods, loading/offloading etc.
• Ensure review and confirmation of shipping documents received from HIST/GPU and freight forwarder.
• Ensure the revision and confirmation of shipping documentation obtained from HIST/GPU and the freight forwarders LTA holder.
• Monitors and tracks of all shipments with regular follow-ups with the freight forwarders and suppliers on timeliness of delivery; and
• Advises the supervisor about any delays and possible deviations from the logistic plan and advise on possible corrective action.
• Maintaining up to date electronic and hardcopy files and record to ensure proper documentation and accountability.
• Ensures compliance with cold chain requirements for temperature sensitive items at all stages of receiving, storage, and distribution.
• Participate and support team assigned for the physical count of inventories at central and peripheral level.
• Partnership with MoPH and in line with respective national/international policies.
• Perform other tasks as required.

• Bachelor’s degree/ Diploma in Pharmacy.
Years of experience:
• Minimum 3 – 7 of years’ relevant logistic experience as per TOR (Importation certificate from AFDA and MoFA exemptions. etc.).
• Basic understanding of Health Service delivery in developing world context.
• Demonstrated ability to write sound technical reports.
• Proficiency in common computer applications, Word, Excel, Visio, and Access.
• Experience using and managing software for logistic services.
• Experience working in/with international donor-funded projects, particularly in Health projects in the field of logistic, warehousing and distribution is highly desirable.
