Background
Background/Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Türkiye, in line with its global and , and the overall , UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socioeconomic development towards the advancement of gender equality in Turkey”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. In line with its coordination mandate, UN Women promotes coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment, including through joint programmatic and advocacy actions and initiatives, standardized tools and guidance and services to strengthen the relevant capacities of the UN system. Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights, and services in political, social, and economic life, and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women Türkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and women’s empowerment. Currently, UN Women in Türkiye has a diverse and growing portfolio on EVAW which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director, The EVAW team consists of several staff with relevant experience and expertise, namely: Programme management experience within the UN system, close ties and familiarity with the public institutional and ministerial setting in Türkiye, judicial and legal expertise especially around the national and international legal framework on VAW and strong competence in stakeholder management and civil society engagement in the field while leading programmatic interventions to women and girls affected by the earthquake. in As the EVAW portfolio has expanded over the past years, UN Women staff have established strong relations with partners such as line ministries in Türkiye which are responsible VAW prevention and protection, civil society organizations and academia.

The UN Women Türkiye Office began implementing the “Supporting Provincial Administrations in Guidance for more Effective Multisectoral Cooperation and Reporting on Ending Violence Against Women” in August 2023, funded by the Federal Republic of Germany. The project will run through July 2025. The overall objective of the project is to ensure efficient coordination between

public institutions in effective implementation of Law No. 6284 to Protect Family and Prevent Violence against Women (“Law No. 6284”) and relevant regulations in Türkiye in line with the international legal framework on combating violence against women. The Project aims at the following results:

Outcome 1: Efficient implementation of Law No. 6284 and relevant regulations through improving the capacity of public institutions and strengthening inter-institutional coordination in line with the international legal framework and national strategy documents on combating violence against women in Türkiye is ensured.

Output 1.1: At the central level, Ministry of Interior has an enhanced capacity to undertake coordination interventions within the scope of 4th National Action Plan on Combating Violence Against Women and annual activity plans, in cooperation with relevant line ministries.
Output 1.2: Local-level institutions structured under the Ministry of Interior have a strengthened capacity to efficiently implement and coordinate within the scope of Law No. 6284, 4th National Action Plan on Combating Violence Against Women and annual activity plans.
Output 1.3: Local-level dialogue and communication among government institutions, non-governmental organizations and academia on preventive and protective services within the scope of Law No. 6284, including the coordinated implementation of the 4th National Action Plan on Combating Violence Against Women and annual activity plans are promoted.
In order to achieve the planned results, UN Women will recruit the services of a National Consultant on Technical Support Provision for Government-led Violence against Women Coordination Interventions. Under the overall guidance of the Programme Specialist, the Consultant will directly report to and be supervised by the Programme Analyst (Project Coordinator). S/he will be supported by the Programme Associate and the Project Assistant, who will be the points of contact on the contract and payment issues.

Duties and Responsibilities
Description of Responsibilities /Scope of Work

In line with national and international normative framework and standards on EVAW including CEDAW and Law No. 6284 to Protect Family and Prevent Violence against Women;

Lead and design the processes for development of knowledge products, guidance, and workflows for law enforcement personnel, civil administrative authorities and relevant public authorities engaged in VAWG response and coordination in VAWG context in collaboration with the Ministry of Interior of Türkiye and UN Women Türkiye CO;
Provide expert support to capacity development, training interventions, workshops and/or focus group discussions targeting law enforcement personnel and civil administrative authorities on efficient VAWG response and coordination in VAWG context;
Provide technical support to national, provincial and local-level annual or multi-annual activity and action plans, or similar policy documents of the same nature on EVAW including through collaboration with relevant stakeholders; and,
Participate in inter-agency coordination meetings on VAWG context in pilot provinces.
Payments shall be made on a monthly basis, based on the provision timesheets and supporting deliverables approved by the UN Women Programme Analyst (Project Coordinator), who shall confirm Consultant’s work is completed and eligible for payment.

Consultant’s Workplace and Official Travel

This is a home-based consultancy, full time presence at UN Women premises will not be necessary. As part of this assignment, there will be a maximum of 10 trips to Ankara, and 3 trips to pilot provinces which may also include earthquake-impacted provinces which will be selected during Project implementation with the Ministry of Interior. All the travel arrangements under this assignment will be handled by UN Women as per the UN Women rules and regulations.

Master’s degree or equivalent in gender studies, human rights, law, social sciences or a related field is required.
A first-level university degree in combination with 2 (two) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:

At least 7 years of progressively responsible work experience in gender equality, empowerment of women, or violence against women and girls is required.
Demonstrable experience in undertaking training and capacity development interventions on gender equality, empowerment of women, or violence against women and girls is required.
Demonstrable experience in developing knowledge products (tools, guidelines, training content etc.) on violence against women and girls is required.
Demonstrable experience in working with governmental actors in Türkiye on gender equality, empowerment of women, or violence against women and girls is a strong asset.
Demonstrable experience in inter-agency/multistakeholder coordination in the field of gender equality, empowerment of women or violence against women is an asset.
Languages:

Fluency in Turkish and English are required.
