UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Europe and Central Asia Regional Office (ECA RO) was established in Istanbul, Turkyie, in early 2014. It provides support and oversight to Country Offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, and Ukraine. In addition, the Regional Office directly supports programme and project presence in Kosovo (under UN Security Council Resolution 1244), the Republic of North Macedonia, Serbia, Tajikistan, and Türkiye.
Since 2018, UN Women ECA RO is implementing a regional component of the Flagship Programme Initiative “Making Every Woman and Girl Count” (Women Count), developed by UN Women Headquarters (HQ). The Women Count programme aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. The programme intends to achieve results in three interlinked areas of work:
Enabling environment: Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
Data production: Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
Data accessibility: Ensuring that gender statistics are accessible to users in governments, among civil society, academia, and the private sector to strengthen adequate demand for their production.
One of the key priority objectives of the Women Count programme is to support countries in conducting comprehensive time-use surveys, with a primary focus of increasing data availability and accuracy regarding women’s unpaid domestic and caregiving responsibilities. This endeavor gains heightened significance in light of the United Nations Economic Commission for Europe’s (UNECE) latest regional report on SDG progress, which underscores that only 47% of the necessary data for monitoring SDG 5 are accessible across the UNECE region as of January 2022, although with substantial regional disparities across its 56 countries. Furthermore, the report reveals that a mere 20% of UNECE member states possess data spanning back to 2015, particularly concerning crucial aspects such as time allocated to unpaid domestic and care work (SDG 5.4.1). UN Women has been supporting the Statistical Committee of Armenia (ARMSTAT) in designing and conducting the Time Use Pilot Survey in 2021 and the first-ever nationwide Time Use Survey in 2023-2024. The data collection phase has been successfully completed in May 2024. Currently ATMSTAT is working on coding and validation of microdata for further data analysis. The survey report is envisaged to be completed by the end of this year.
To support the finalization of data analysis, UN Women seeks to hire a National Consultant with expertise on quantitative data analysis using household/individual surveys. This consultant will support ARMSTAT to analyse the microdata of time use survey and to lead the work on data analysis and report writing. The consultant will be working closely with ARMSTAT focal point and will be reporting to Regional Gender Data Specialist, supported by Knowledge Management and Programme Consultant, who will be the main point of contact on the contract and payment issues.
Duties and Responsibilities
The National Consultant will support ARMSTAT in conducting the data analysis of time use survey and developing the final report with survey findings. The consultant will be responsible for thoroughly reviewing and analysing ATUS data, developing the tabulation plan, report outline and preparing the initial draft of survey report, edit, review the draft report as necessary, and finalize of survey report. The Consultant will be working in close collaboration with UN Women International Consultant on ATUS and ARMSTAT focal.
The scope of work for the assignment will include the following tasks:
Provide support on data editing, validation and compilation of main indicator of time use survey.
Provide support on data analysis and development of the final survey report, including tabulation plan for analysis and publication of data.
Provide support to prepare the metadata and dictionary for key indicators.
Develop the final survey report.
Provide support for developing the dissemination and communication package for launching ATUS data.

Required Skills and Experience
Education and Certification:
Advanced (Masters) degree preferably in statistics, economics, data science, applied mathematics, or other related subject.
Experience:
At least 7 years of relevant experience in quantitative research and data analysis, including on topics related to gender equality issues.
Proven track record of producing high-quality research and/or statistical publications.
Excellent writing and analytical skills
Proficiency in using statistical software (e.g R, Stata, SPSS).
Previous working experience in official statistics is a strong asset.
Languages:
Fluency in English is desirable.
