Job Summary

As a trusted, long-term partner of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund, GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Within the HIV, Health and Development Group, Bureau of Programme and Policy Support, Global Policy Network the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.

In Afghanistan, UNDP is the interim Principal Recipient for the Z Grant three diseases, HIV, TB and malaria and health system strengthening (the ‘Grant’). The country has also accessed additional GF resources for the COVID-19 response (C19RM), which is consolidated with the Grant and is being implemented by UNDP Afghanistan.  For effective implementation of the Global Fund resources, UNDP Afghanistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national pharmaceutical and laboratory supply chain systems.

Procurement of health and non-health products, and various services represents a significant portion of expenditures of the Global Fund Programmes. The Pharmacy Associate is a key member of the Procurement and Supply Chain Management Unit, which manages and participates in all aspects of the PSM cycle: Product selection, Quantification and Forecasting, Procurement, Warehousing, Distribution, Quality Assurance and LMIS management. The Pharmacy Associate will play an important role in Program implementation providing support to GFP program by providing general oversight and providing day to day management of the warehouse.

Overall Objective of the position:

The key objective of the post will be the achievement of good supply chain practices in the areas of quality assurance of health products and stock management (receipt, storage, distribute and organize of health products). It will also ensure that all GF health commodities are stored in compliance with WHO international standards UNDP Operational policies and procedures are well implemented.

Duties & Responsibilities

Under the overall guidance and supervision of PSM Officer and direct supervision of the Logistic Associate, the Pharmacy Associate is responsible for effective management of the warehouse including the day-to-day routine operations, consignment reception, storage, order processing.

Ensures efficient supply chain management, including storage and distribution of commodities procured for the Global Fund Project focusing on the following results:

• Supervision of all floor operations related to receipt, storage and movement of supplies and equipment in the Warehouse and keeps accurate records of all material placed in or routed through the Warehouse.

• Ensures implementation of UNDP QA/QC policy at CMS and during the supply chain cycle.

• Maintain health product quality at CMS.

• Ensure proper storage of pharmaceuticals and other health products in accordance with WHO Good Storage practice and in compliance with manufacturer’s instructions for storage and handling.

• Verifies and confirm that the shipping documents are complete and include all necessary information and shipment delivery slip signed by the receivers.

• Supervises loading and unloading of trucks and responsible for the work safety of the staff during the above-mentioned work processes.

• Prepare bin card for each single items according to its POs and Projects and the same time preparing and maintaining of stock register books and electronic database.

• Prepare Goods Receipt and Inspection Report according to the UNDP QA/QC policy.

• Organize, conduct, and maintain the inventory control of stock on hand at the warehouse. It is necessary to maintain a high degree of accountability for the items held in the warehouse and responsible for that.

• Ensures that the FEFO principle is followed at CMS during the stock management (packing, repacking, distribution, and arrangement of store).

• Ensures compliance with cold chain requirements for temperature sensitive items at all stages of supply chain (receiving, storage, and distribution).

• Timely distribution of health and non-health commodities, as per the distribution plans received from the programs section.

• Conduct the physical inventory of stocked items on a regular basis to ensure accuracy of records, the location of property and updating the inventory control data base, initiate physical inspection and controls ensure that stock is stored, rotated, and disposed effectively.

• Do spot check of GF commodities stored in the warehouse and prepare a report to Logistic assistant.

• Monitoring expiries and discarding expired items for further disposal

• Safeguarding measures to protect inventories from loss and damage as per UNDP corporate regulations.

• Maintain accurate and auditable records and filling (in hard and electronic formats) for inventory control and accountability.

• Support monitoring visits and capacity building of MoPH and SRs staff.

• Assist the Logistics and supply chain associate in the preparation of reports related to inventory, stock control and warehouse activities.

Job Requirements

Academic Qualifications: 

• Bachelor’s degree in pharmacy. Certificate in supply chain management/ warehouse management or the equivalent is an added advantage, with required years of experience.

Experience:

• At least five years’ work experience in the of field of warehousing, distribution, and QA/QC of the health commodities including the logistics management information system.

• Experience working in/with international donor-funded projects, particularly in Health projects in the field of warehousing and distribution of health commodities. Working with GF funded Sound knowledge of UNDP/UN policies and processes.

• Basic understanding of Health Service delivery in developing world context.

• Demonstrated ability to write sound technical reports.

• Proficiency in common computer applications, Word, Excel, Visio, and Access.

• organization will an added advantage.

• Experience in helping in similar capacity in Afghanistan context is an added advantage.

• Ability and willingness to travel extensively in the field.

Language:

• Excellent written and spoken English.

• Afghanistan language (Pushto or Dari) is an asset.
