Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Sudan’s Strategic Note (SN) 2018-2023, aims “to consolidate efforts that contribute to gender equality and women’s empowerment in Sudan”. Key strategies for the implementation of the country programme include capacity building, advocacy, gender mainstreaming, research, information and data collection and the use of media to highlight and inform the general population of Sudan. The SN outlines the overall strategy and plan of action for the UN Women Sudan Country Office (CO) for the years 2018-2023 and includes an Integrated Results and Resources (IRRF) which combines the DRF and OEEF, with expected results and targets/ indicators/ baselines.
2022-2023 Annual Work Plan (AWP) of UN Women Sudan Country Office (Co) focuses on three mutually a) reinforcing priorities on enhancing women’s participation in climate resilient agriculture in rural, conflict, post-conflict and humanitarian contexts; b) strengthening women’s effective participation in Peace, Security and Humanitarian processes and c) strengthening women’s political participation and leadership as priority areas that UN Women will work on to contribute towards achieving gender equality and women’s empowerment in Sudan.
Within the women’s political participation and leadership priority area, UN Women is supporting structuring of the women movement to be equipped with operational entities and National common agenda. UN Women is also working with CSOs and women’s groups to strengthen accountability to gender equality in politics. Whist doing so, UN Women gives due consideration for young women and disadvantaged women to be active agents in the political participation and leadership domain.
Reporting to the WPP Program Specialist, the Programme Analyst provides programme support to the effective management of UN Women WPP program in the Sudan Country Office by contributing in the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Duties and Responsibilities
1. Contribute technically to the development of programme strategies in the area of Women’s Political Participation (WPP)
Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to [WPP].
2. Provide technical support to the implementation and management of the WPP programme
Provide inputs to the annual workplan and budget as required.
Support in coordination and monitoring the implementation of program activities.
Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
Support in the Review and coordinate the submission of implementing partner financial and narrative reports;
Train partners on gender transformative approach.
3. Provide technical assistance and capacity development support to project/programme partners
Provide technical support to and technically oversee the implementation of programme activities with partners;
Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
4. Provide technical inputs to the monitoring and reporting of the programme/ project
Monitor progress on programme activity, results and indicators;
Monitor the implementation of proposals by responsible partners;
Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
5. Contribute to building partnerships and resource mobilization strategies
Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
6. Provide technical inputs to inter-agency coordination on [WPP] to achieve coherence and alignment of UN Women programmes with other partners in Sudan
Provide technical support to the Representative and Senior Program Specialist on inter-agency coordination related activities by providing inputs to background reports and briefs.
7. Provide inputs to advocacy, knowledge building and communication efforts
Provide technical inputs to background documents, briefs and presentations related to [WPP];
Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
Provide inputs to the development of knowledge management products on [WPP].
8. Youth Engagement in Women’s Political Participation (WPP)
Act as the focal point for Generation Equality, ensuring the integration of youth perspectives and strategies in all WPP initiatives across UN programs.
Identify and promote opportunities for youth participation in decision-making processes related to WPP.
Develop and implement initiatives that empower youth and encourage their active involvement in political participation.
Consultant’s Workplace and Official Travel:
This is a home-based consultancy. As a part of this assignment, there might be need to travel.

Required Skills and Experience
Education and Certification:
Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
At least 3 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
Experience of working as a trainer on gender
Experience on WPP is an asset;
Languages:
Fluency in English and Arabic is required.
Knowledge any other UN official is an asset.
