1. Purpose of the Consultancy:
The purpose of this consultancy is to support the closure and final evaluation of the project, oversee last-quarter implementation and monitoring activities, enhance project visibility, and facilitate learning and stakeholder engagement to ensure compliance, knowledge sharing, and effective documentation of project outcomes.
2. Background:
The 20 million euros project, ending on April 30, 2025, has focused on strengthening Sudan’s response to COVID-19 through governance, surveillance, and healthcare capacity-building. Key outcomes include enhanced governance and coordination to mitigate the virus’s spread, with initiatives such as clarifying roles in decentralized health systems, improving coordination, and engaging communities through expanded Community Health Workers (CHWs) programs. Other critical outputs include strategic health frameworks, community involvement, and learning from international COVID-19 response strategies to reinforce Sudan’s health system.
As the project nears completion, a consultant working remotely is needed to support the project team in finalizing activities and ensuring all project agreement details are fully met. This role will help confirm that all planned governance, surveillance, and healthcare improvements are completed to meet established targets and uphold the project’s commitments to strengthening COVID-19 response capabilities in Sudan.
Rationale and objectives
The rationale for this consultancy is to ensure a smooth and comprehensive closure of the project while meeting WHO’s reporting and accountability requirements. As the project nears its final phase, there is a need for structured support to monitor last-quarter implementation, identify challenges, and enhance visibility and knowledge sharing. The consultant will play a crucial role in updating the project log frame and indicators, preparing final project reports, and ensuring data quality assurance. The primary objectives are to facilitate the end-of-project evaluation, support a Results-Oriented Monitoring (ROM) mission, document lessons learned, and foster coordination with stakeholders to harmonize project activities, thus ensuring that the project meets its goals effectively and transparent.
3. Planned Timelines:
Starting date: 01 November 2024
End Date: 30 April 2025
4. Work to Be Performed:
Output 1: Develop a comprehensive final project report, which includes updated log frame and indicators, timely submission in compliance with requirements, and a plan for the end-of-project evaluation to assess impact and inform future initiatives.
Deliverable 1.1: Update final project log frame and indicators.
Deliverable 1.2: Prepare final project reports ensuring timely submission and compliance.
Deliverable 1.3: Conceptualize and plan for end of project evaluation.
Output 2: Develop a well-coordinated Result-based Monitoring (ROM) mission, complete with a developed agenda, arranged interviews and field visits, logistical support, and all necessary documents prepared and compiled for the mission consultant.
Deliverable 2.1: Develop agenda and activities of the mission.
Deliverable 2.2: Liaise and coordinate with the project team for interviews and field visits and logistical arrangements.
Deliverable 2.3: Compile all documents requested by the mission consultant are prepared.
Output 3: Develop a comprehensive monitoring and reporting framework that includes regular analysis of project progress, identification and mitigation of implementation challenges, data quality assurance, adaptive updates to the M&E plan, and consistent communication with the project team and donors to ensure effective and compliant project execution amidst changing conditions.
Deliverable 3.1: Collect, compile, and analyze weekly and monthly project progress reports, assess overall progress, and prepare quarterly donor reports and progress presentations.
Deliverable 3.2: Identify project implementation bottlenecks, propose mitigation measures in collaboration with the project team, and update the M&E plan to adapt to evolving conditions.
Deliverable 3.3: Conduct data quality assurance to ensure validity and reliability, and coordinate with the project program assistant to maintain compliance with administrative processes.
Output 4: Develop a comprehensive visibility and knowledge-sharing strategy that documents and disseminates lessons learned and success stories, incorporates high-quality visuals in reports, embeds branding in project supplies, engages media through press releases, facilitates learning sessions with the team, and coordinates with WHO staff and partners to harmonize project activities.
Deliverable 4.1: Conduct a systematic literature review of the subject covering the lessons learnt and success stories to promote project insights and impact.
Deliverable 4.2: Integrate high-quality visuals in technical reports to ensure clear, compelling, and professional presentations.
Deliverable 4.3: Include visibility elements in all project supplies and prepare media and press releases to raise project awareness and recognition.
Deliverable 4.4: Conduct monthly learning sessions with the project team and collaborate with WHO staff and partners to harmonize activities and foster shared understanding.
5. Specific requirements:
Qualifications required: Advanced university degree (master’s level or above) in Health services, Health Policy & M& E.
Experience required: From 7 to 10 years of relevant experience in project monitoring and evaluation.
Skills / Technical skills and knowledge:
– Well, understanding and demonstrated knowledge of public health, Health Management Planning, and policy.
– Good analytic skills
– Proven Previous experience in monitoring and evaluation development.
Language requirements:
– Excellent knowledge of English
6. Place of assignment:
The assignment can be done remotely.
7. Medical clearance:
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8. Travel:
No travel is needed.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfill visa requirements and ask for visa support letter(s) if needed.
