Objectives of the Programme
The 2015measlesstrategic plan for South Sudan provided a guiding framework, including activities geared towards the global measles elimination agenda by 2020. Different strategic interventions were implemented to achieve this goal, including supplementary immunization, accelerated immunization activities, measles surveillance, and strengthening of case management. The measles catch-up campaign was conducted in a rollover form from 2005 to 2006, followed by four Follow-up Campaigns in 2011, 2014, 2016, 2020 and 2023. respectively.
In line with the Measles Elimination Strategic Plan and to respond to the 2022 measles outbreaks, South Sudan plans to conduct a country-wide Measles follow-up campaign in April 2025, covering all 80 counties.

To ensure a quality Measles campaign, Technical Assistance is required to support the Ministry of Health in planning, implementing, and monitoring the planned activities. WHO will provide technical support in collaboration with UNICEF, IOM, Health Pool Fund, and other partners and civil organizations.

TORs & Deliverables

Under the guidance and leadership of the WHO Communicable Disease cluster lead and the focal person for EPI, the officer will work closely with the Ministry of Health, WHO, UNICEF, IO, HPF, and NGOs partners to execute the following activities to ensure the quality of SIAs preparation in South Sudan:

Support the central coordination of the planning and preparation for the Measles SIAs.
Promote and support the regular use of the various tools and methods to track and assure high-quality preparations at all levels– including the readiness assessment at national and district levels and timely supervision of preparations.
Collaborate with the various SIAs subcommittees (logistics, social mobilization, planning and resource mobilization, etc.) to produce updates on the SIAs preparation and implementation activities for distribution to relevant partners.
Support the review of the county-level micro-planning for the SIAs to ensure high quality and consistency as per the national guidelines and to ensure that hard-to-reach communities are identified, and special strategies are designed to reach them.
Support the review/update of the South Sudan Measles campaign guidelines.
Participate in the training at all levels, including the training of supervisors and independent monitors as per the SIAs field guide.
Ensure measures are put in place for preventing, reporting, and managing AEFIs and waste management
Promote and support the regular use of the various tools and methods to assure high quality implementation of the SIAs– including rapid convenience monitoring,
Participate in the coordination meetings for planning and implementation of the SIAs
Support the analysis of the end-process (post-campaign) Independent monitoring and provide recommendations on the conduct of the mop-up activities.
Support the development and implementation of a Post Campaign Coverage Survey and national Immunization coverage
Participate in any post-SIAs review meetings to share lessons learnt and take action to reach the persons who missed them.
Submit a written report on the assignment after the campaign
Deliverables

a)Support the country in conducting a high-quality Measles campaign with a final report.

b)Ensure all waste is disposed of correctly.

c)AEFI cases are documented, reported, and investigated promptly, and casualty assessments are done and documented.

Qualifications, experience, skills, and languages

Educational Qualifications

Essential: University degree in public health, management, public administration, or a related field from an accredited/recognized institute.

Desirable: Medical degree from a recognized University.

Experience

Essential:

t At least five years of professional work experience at national levels in measles and rubella elimination initiatives, routine immunization, and vaccine preventable diseases and surveillance programs.

t Demonstrated experience in providing SIAs, measles/rubella elimination initiative (MRI) program technical support to various previous experiences in coordinating measles, rubella, polio, and meningitis SIAs and routine immunization program activities. It is an added advantage.

Desirable:

t Experience in the development of SIAs guidelines and SIAs monitoring tools.

t Experience planning and facilitating training at national, state, and county levels.

t Previous work with MOH

Skills/Knowledge

t Ability to work closely with national and international actors with tight deadlines.

t good computer skills, including spreadsheets and databases to monitor key campaign indicators.

Languages and level required

Essential: Excellent knowledge of English. Working knowledge of Arabic will be an asset.
