Context:

Under the overall guidance of Sr. Resource Management Officer (SRMO) and direct Supervision of Resource Management Officer (RMO/Budget) the successful candidate will be responsible for the following.

Job Description:

  1. Provide specialized support in the financial management for all activities in Afghanistan including the oversight of financial expenditure and accountability.
  2. Regularly develops maintain and improve mission’s financial monitoring tools.
  3. Prepare donor financial reports for projects which are complex in nature (i.e. ECHO, DEVCO, EU, etc.) in accordance with IOM regulations and established procedures, in close coordination with the RMO, as well as relevant units in HQs or Manila.
  4. Assist the RMO in preparing annual global budget proposals for the Mission.
  5. Coordinate new and revised project budget proposals with project managers, in coordination with the RMO.
  6. Coordinate with the Regional Accounting Support (RAS) in Manila project review and check list activities and liaises with Regional Office in Bangkok with regard to the financial and administrative activities of the Mission.
  7. Monitor and check the expenditure of all projects in Afghanistan and assists project managers to ensure timely utilization of the budgets.
  8. Prepare and submit monthly projectization for international staff, national support staff, sub-contracted support staff, in close coordination with the RMO.
  9. Coordinate and review projectization for all project staff provided by the Program Managers.
  10. Review and confirm funding availability and provides projectizations for recruitment of new international staff and consultants, and extensions of existing contracts.
  11. Review, confirm funding availability, or provide WBS if required, for all travels.
  12. Perform Co – Project Developer role for all mission projects under PRIMA.
  13. Review PRFs, ensures that requested items/services are valid, and proper budget lines were used. Coordinates discrepancy found with project managers.
  14. Act as an OIC in the absence of the Resource Management Officer.
  15. Perform other duties as maybe assigned.

Education

 

University Degree in Accounting, Business Administration, Financial Management, Accounting,

or a related field from an accredited academic institution with two years of professional experience.

 

Experience

  • Experience with responsibility in accounting, finance, and budget monitoring.
  • Experience in managing various budgets and providing proactive and corrective guidance on effective budget management.
  • Familiarity with global accounting standards and procedures.
  • Good knowledge of and experience in the use of the MS Office package; familiarity with SAP would be a distinct advantage External Representation experience and/or experience in leading a coordination forum such as a working group or cluster (previous experience with IOM in this role an advantage).
  • Experience in liaising with governmental authorities and local communities.
  • Knowledge in MS Office, information management and other relevant skills
  • Professional managerial experience.

Languages

For all applicants, fluency in English is required (oral and written). Working knowledge of Pashto or Dari is required.

Fluency in all national language(s) are highly advantages.
