. Purpose of thePosition

In the context of the WHO Health Emergencies Incident Management System (IMS) at the country level, the incumbent will work with Health Cluster, WHO and other key stakeholders to support the implementation of a standardized approach to the Health Cluster / Health Emergency Response Information Management activities in South Sudan. The IMO will support response in multiple emergencies going on in South Sudan with a focus on support to sub-cluster and state coordination mechanisms.

Objectives of the Programme and of the immediate StrategicObjective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization)

Under overall leadership and guidance from the Head of WHO Country Office, reporting to the Health Cluster Coordinator and working closely with International Information Management Officer, the incumbent is accountable for the data and information management activities throughout the full cycle of the emergency in South Sudan. S/he will engage with the International Health Cluster partners, non-health partners and relevant health authorities to further establish strategic partnerships in respect of multi-dimensional information management processes in support of PHIS with a specific focus on Health Facility Services availability and mapping.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

1.Support PHIS with a specific focus on Health Facility Services availability and mapping in context of the COVID-19 pandemic.

2.Improving the content, display, and dissemination of associated information products for Health Cluster partners.

3.Support the timely and high-quality collection, analyses, production, and dissemination of other PHIS data/information. This includes response-specific information (who, what, where how many, how quickly, current status).

4.Contribute information to the drafting of all relevant planning documents including project proposals, appeals, reports, dashboards,etc.

5.Aggregate and maintain in-country information from WHO and partners including contactlists, performance monitoring, health indicator data, health situation data, health responsedata

6.Perform basic geographic analysis for maps and other reports (such as dashboards, SitReps,etc).

7.Support inter-agency initiatives, particularly with OCHA, related to information management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards andreports

8.Contribute to designing field epidemiological surveys if/where needed, such as mortality and vaccinationcoverage surveys

9.Undertake field mission activities in targeted areas to support Health Cluster and Public Health Information Systems (PHIS) in the assessment of provincial-level priorities/needs,

10.Prepare and report monthly updates from sub-clusters/hubs, compile bi-weekly Sub-Cluster Inter Cluster Coordination inputs to be shared with the Health Cluster Partners and with the Health Cluster Coordinator (National)

11.Liaise with State Health Cluster Teams for information for various Health Cluster documents preparation (on IDPs, COVID19, Cholera, emergency supplies etc)

12.Undertake field mission activities in targeted areas to support Health Cluster and Public Health Information Systems (PHIS) in the assessment of State-level priorities/needs, and implementation of Rapid response plan

13.Perform any other related duties, as required by the functionalsupervisor.

Functional Knowledge and Skills

Demonstrated ability to design, manage and analyze complex information systemprojects, computer-based applications and databases, web-basedtools.
High level of analyticalskills.
Knowledge of programme management and functioning of WHO and the UN system isan asset.
Education Qualifications
Essential: First university degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field, complemented by training in information management from an accredited/recognized institute.

Desirable: Post-graduate degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field. Specialization in information management systems. Specific training in humanitarian response or emergency information management.
Experience:

Essential: At least 2 years of related experience in a humanitarian context in information management, monitoring, needs assessment, project management, data management, and information dissemination in the public health sector or health development sector, part of which in emergency management or humanitarian context. Experience in developing and promoting collaborative partnerships.

Desirable: Relevant work experience in WHO, and other UN agencies; experience working in relevant non-governmental or humanitarian organizations. Experience in developing countries.
Use of LanguageSkills: Excellent knowledge of English.Working knowledge of another WHO official language and Dinka, Nuer, Bari, Zande, and Juba Arabic would be an asset.
