ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization’s development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization’s normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.
The Montreal Protocol Divsion(TCS/MPD) is responsible for planning, developing and implementing activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, it’s Kigali Amendment and to support countries to achieve their determined contributions to reduce emissions of greenhouse gases under the Paris Agreement. Making use of the capacity building and policy support, the services of the Unit foster transformation in manufacturing concerning technologies used in refrigeration, air conditioning and insulation with the effect of a reduction and change in working fluids and chemicals and ultimately a reduction of total greenhouse gas emissions.
The present assignment is within Montreal Protocol Unit (TCS/MPD) and the incumbent reports to the project manager in the Division. The Montreal Protocol Division is responsible for planning, developing and implementing activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, it’s Kigali Amendment and to support countries to achieve their determined contributions to reduce emissions of greenhouse gases under the Paris Agreement. Making use of the capacity building and policy support, the services of the Division foster transformation in manufacturing concerning technologies used in the refrigeration, air conditioning and insulation with the effect of a reduction and change in working fluids and chemicals and ultimately a reduction of total greenhouse gas emissions.
PROJECT CONTEXT
Following the Montreal Protocol, Stage II of the Hydrochlorofluorocarbon (HCFCs) Phase-out Management Plan (HPMP) in Afghanistan will be conducted through a three-pronged approach: limiting HCFC supply through the licensing and quota system; reducing the demand for servicing equipment through capacity building and strengthening the training infrastructure; and limiting new demand for HCFCs by banning imports of HCFC-based equipment. It will also foster initiatives such as public procurement, introducing codes and standards, and raising the awareness of end-users to support a transition towards environmentally friendly alternatives and to enhance the market absorption of new technologies.
Stage II will aim at creating synergies with the project on minimum energy efficiency performance standards and labelling that was recently approved by the Global Environment Facility (GEF). Gender mainstreaming will be considered in various components in stage II, particularly during capacity building and awareness-raising and outreach. After deducting 8.26 ODP tonnes of HCFC-22 associated with stage I of the HPMP, the remaining consumption eligible for funding amounts to 15.34 ODP tonnes of HCFC-22, 7.67 ODP tonnes of which will be phased out in stage II. The remaining consumption of 7.67 ODP tonnes eligible for funding, will be addressed in a future stage of the HPMP.
FUNCTIONAL RESPONSIBILITIES
Under the overall guidance and the direct supervision of the UNIDO’s project manager and National Ozone Officer of the National Ozone Unit of National Environmental Protection Agency of Afghanistan, the national consultant will work closely with other UN agencies, government counterpart, beneficiary private sector, and other stakeholders. The National Project Administrator will be responsible for the following main tasks:

Contribute to the overall coordination/implementation of the project in a timely and consistent manner by liaising with the National Environmental Protection Agency of Afghanistan
-Suggest and ensure that all policies needed to comply with the Montreal Protocol is put in place and encourage the government to ratify the Kigali Amendment by increasing awareness among key stakeholders
-Review, analyze and interpret the project document and familiarize with UNIDO policies on project implementation, including recruitment of experts and procurement of services/equipment as well as other relevant information from existing resources on the project.
-Assist and liaise with counterpart organizations such as Afghan Korean Institute (AKI) in finalization of project activities.
-Liaise with AKI and other vocational training centres, and identify and select beneficiary training centers, exchange agreements with parent ministries and government institutes.
-Select organize and summarize data/information for the preparation of the work plan and budget for the review of the PM and NPC.
-Analyze and select a monitoring and evaluation tool in consultation with the NPC.
-Contribute to the recruitment and onboarding of project personnel, including drafting ToRs, inform them about internal procedures on project implementation.
-Contribute to the procurement of project equipment/service, including, drafting ToRs
-Contribute to the coordination and monitoring and evaluation activities of the project; monitor and execute aspects of the project, draft progress of the project, identify problems and propose solutions.
-Draft project revision document for the purpose of making adjustments to the work plan and budget
-Contribute to the preparation of steering committee meetings (SCs) for the project, including organizing meetings/briefing; preparing relevant background documents analyze them.
-Contribute the coordination and liaison with the Government counterpart and other stakeholders to keep them updated on project progress.
-Identify, analyse and select the appropriate outreach and promotion media; provide inputs to the content of the promotional material on the project in consultation with the NPC;
-Disseminate information to the relevant audience about the project.

-Project monitoring and evaluation are done as scheduled. Progress executed, proposal for improvement, where necessary, made.
-Promotional tool and material are prepared disseminated on time. Project visibility enhanced.
– Progress report drafted and finalized every 6 months with updated results reflected

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree in medicine, pharmaceuticals, health sciences, economics, engineering, sciences, agro-business, environment, energy, business administration, or other relevant discipline is required.
Technical and Functional Experience:
- At least three (3) years of work experience in the relevant field, including some exposure in the context of technical cooperation project implementation at national level is required.
- Experience in evaluating the needs, conditions and problems of the country or similar countries in the region is desirable.
- Ability to work effectively in a multi-cultural environment is required.
Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of Afghan National languages Dari/Pashto is required. Other UN official languages will be an asset.
