Job Description
Office/Unit/Project Description:
Over the last decade, Bolivia has renewed and consolidated its legal and institutional framework for climate action. The inclusion of elements addressing climate change in the State’s Political Constitution; Law No. 071 on the Rights of Mother Earth; Law No. 300 on the Framework for Mother Earth and Comprehensive Development for Living Well; and the long- and medium-term national plans generated in compliance with the enactment of Law No. 777 of the Comprehensive State Planning System, lay the regulatory foundation for the creation of multi-level, multi-stakeholder institutionality and governance for climate action in Bolivia.
With this institutional framework, climate change has been integrated as a State policy within the framework of Living Well in Balance with Mother Earth. It structures its governance schemes based on the need to combine its development with climate action, the multidimensional and transversal nature of its impacts, and the need to generate a profound paradigm shift toward the well-being of its population.
The National Development Plan (NDC), presented in 2016, and its update guide comprehensive development in harmony with Mother Earth, promoting climate change mitigation and adaptation, as well as climate investment in the country, fully aligned with its development framework established in the Economic and Social Development Plan (PDES 2021-2025).
Both Law No. 300, the Mother Earth Framework, and Supreme Decree No. 1696 establish a legal framework for climate change in Bolivia and promote an integrated approach to mitigation and adaptation in efforts to strengthen local, regional, and national productive development, impacting comprehensive and sustainable development. These processes are aimed at significantly reducing GHG emissions, expanding adaptive and resilient capacity, and mitigating the impacts of loss and damage caused by the increase in natural disasters due to climate change.
This project will enable the Plurinational State of Bolivia to prepare and submit its First Biennial Transparency Report (1BTR) as a stand-alone report and the Fourth National Communication and Second Biennial Transparency Report (4NC/2BTR) as a combined report, in order to comply with its reporting obligations under the UNFCCC and the Paris Agreement in line with the Modalities, Procedures and Guidelines (MPGs) for the transparency framework for action and support referred to in Article 13 of the Paris Agreement (Decision 18/CMA.1) and the guidance on the implementation of the MPGs under Decision 5/CMA.3. The project will further strengthen technical and institutional capacity to assist Bolivia in incorporating climate change concerns into sectoral and national development priorities and enabling the Entity and State-level Governments to respond to international environmental obligations, strengthening and continuing the institutional and technical capacity development initiated and sustained by the National Communications, Biennial Update Reports, and the CBIT project/processes to date.
Within this framework, UNDP Bolivia is supporting the implementation of the aforementioned project, with BTR1 having been submitted to the UNFCCC on December 31, 2024.
Within this framework, UNDP seeks to recruit a National Analyst to manage, lead, and expand the Climate Change Project Portfolio.
Scope of Work
The specific responsibilities of the National Project Analyst are as follows:
1. Develop annual work plans and ensure their compliance by properly managing the work schedule, contracting processes, and contractual oversight.
2. In consultation with the UNDP Country Office, the VPC, and the APMT, execute the project work plan and budget.
3. Manage the project, coordinating with national counterparts and UNDP Regional and Global teams for its proper implementation.
4.Lead project implementation, facilitating the integration of work with the various stakeholders (Vice Ministry of Planning and Coordination – VPC, Plurinational Authority of Mother Earth – APMT, Ministry of Environment and Water – MMAyA, sectors reporting to the BTR and CCN, other public entities, civil society organizations, indigenous peoples and local communities, and the private sector) through timely and appropriate management, also ensuring the quality of processes and products, as well as the dissemination of activities, progress, and results to the various stakeholders.
5. Develop, implement, and monitor the project’s Monitoring and Evaluation Plans, ensuring the registration and quality of the verification methods, providing continuous and periodic monitoring of the project’s impacts with respect to the outputs planned in the results framework, as well as preparing reports (periodic and on-demand) as requested by UNDP, the donor, and/or implementing partners.
6. Effectively coordinate with other partner projects implemented by UNDP and other national or international initiatives related to climate change and NDCs.
7. Support the identification of cooperation opportunities and prepare concept notes, based on a systematic inventory of lessons learned and good practices, to expand UNDP’s climate change portfolio.
8. The incumbent performs other functions within their functional profile that are deemed necessary for the efficient functioning of the Office and the Organization.
Institutional agreement
Under the supervision of the UNDP Environment Officer and in coordination with the Area’s work team and national counterparts, the National Project Analyst will be responsible for managing its implementation, including monitoring, advocacy, and communications.

Minimum requirements for the NPSA
Minimum Educational Requirements
• Advanced university studies (Master’s or equivalent) in environmental management, climate science, or related fields combined with an additional two years of relevant experience.
• A first-level university degree (Bachelor’s) in environmental sciences, climate change, biology, and/or related engineering fields (such as environmental, chemical, industrial, or food engineering) combined with an additional four years of relevant experience may be favorably considered in lieu of a Master’s degree.
• A PhD in governance and management/public policy or climate change may be favorably considered.
Min. years of relevant work experience
• Minimum two (2) years (with a master’s degree) or four (4) years (with a bachelor’s degree) of relevant professional experience in climate change research and development of public policies for low-emission development.
Required Skills
• Experience in climate change project management.
• Experience in climate change policy and measurement design.
Desirable Skills
• Experience in United Nations System projects is highly desirable.
• Experience in implementing the articles of the Paris Agreement and the instruments made available to the parties.
• User-level proficiency in Microsoft Office (MS Word, Excel, Teams, etc.)
