Job Summary

The International Labour Organization (ILO) is a specialized agency of the United Nations that promotes social justice and decent work for all. Established in 1919, the ILO is the only tripartite UN agency that brings together representatives of governments, employers and workers to set labour standards, develop policies and devise programmes promoting decent work for all women and men. The ILO has a membership of 187 states and has adopted 190 conventions and 206 recommendations on various aspects of work and social protection.

The ILO’s vision is to achieve a human-centred approach to the future of work that puts workers’ rights and needs at the centre of economic and social policies and business practices. The ILO’s mission is to advance social justice and promote decent work by setting international labour standards, supporting social dialogue, enhancing social protection and strengthening institutions.

The ILO also contributes to the 2030 Agenda for Sustainable Development, especially to the achievement of Sustainable Development Goal 8 on decent work and economic growth.

The ILO has been engaged in Afghanistan since 1934, when the country became its 60th member State. In 2003, the ILO opened a liaison office in Kabul to support the country’s social and economic development. Since then, the ILO has been providing technical and financial assistance to various national programmes and projects that aim to advance social justice and uphold human and labour rights in the country.

In close collaboration with tripartite constituents, the ILO Kabul Office introduced the 1st Decent Work Country Programme (A-DWCP) for Afghanistan in July 2010, and the 2nd one in November 2018, which remains valid. This medium-term planning framework guides the work of the ILO in Afghanistan in accordance with priorities and objectives agreed upon with its constituents. Since August 2021, the ILO in Afghanistan, under its Crisis Response Programme, has continued to work with its constituents, in particular employers’ and workers’ organizations, to demonstrate that decent work is both critical and possible in crisis situations.

Priorities of ILO Afghanistan (in support of the A-DWCP)

• Enabling and empowering productive and decent employment through entrepreneurship/enterprise and skills development, especially for young women and men, and the most vulnerable such as persons with disabilities (PwD)

• Facilitating effective labour market governance through institutional strengthening, and especially of employers’ and workers’ organizations. Protecting the most vulnerable from unacceptable forms of work especially through the elimination of forced and child labour is a priority.

• Facilitating the ILO’s tripartite constituents to effectively comply with and fulfill Afghanistan’s membership obligations and especially employers’ and workers’ organizations as key economic actors in a private sector led approach to economic recovery

Objective of the assignment:

This assignment in part of the ILO’s Recovery to Empowerment: Entrepreneurship and Employment Initiatives (REE-EEI) project, which is part of the joint programme on Drug Prevention, Treatment, and Rehabilitation under the Special Trust Fund for Afghanistan. This joint programme will involve collaboration with UNODC, UNDP, UNFPA, and WHO, targeting vulnerable populations and women. This inter-agency collaboration will maximize synergies and contribute to the outcomes of the UN Strategic Framework for Afghanistan on sustained essential services and economic opportunities. The project has been devised to tackle the high prevalence of drug addiction in Afghanistan. The ILO’s component of the joint programme focuses on equipping drug users with income generation and entrepreneurship development skills, aiming to provide them with sustainable economic opportunities and support their reintegration into society.

The REE-EEI project is implemented in the Southeastern Region, specifically targeting the province of Logar, Khost and Ghazni provinces.

Duties & Responsibilities

Scope of work:

The National Project Coordinator will oversee the implementation of the REE-EEI project in Afghanistan. This role involves day-to-day coordination, stakeholder engagement, and ensuring the achievement of project objectives. The coordinator will ensure the successful execution of the project by coordinating activities with implementing partners, local authorities, and beneficiaries. Effective project management is crucial, ensuring timely delivery of outputs, monitoring progress, and achieving sustainable project outcomes, particularly in supporting drug users’ recovery through economic empowerment. Key responsibilities include:

 Project Planning and Implementation:

• Lead the overall planning, implementation, and monitoring of project activities in accordance with the project document and ILO guidelines, ensuring gender equality and non-discrimination are integrated throughout.

• Prepare detailed work plans, including specific timelines for each project activity, and adjust as necessary to ensure project success, with gender equality and non-discrimination as cross-cutting issues.

 Financial Management:

• Ensure that the project adheres to its objectives, budget, and timeline, meeting all specified outputs and outcomes, including the gender dimensions of financial management.

• Manage and oversee the project budget, ensuring efficient and transparent financial management, with attention to gender-responsive budgeting.

 Reporting:

• Prepare progress and final reports for ILO, funding agencies, and other stakeholders, ensuring accuracy and adherence to deadlines, and gender sensitivity in the use of language.

• Prepare and submit periodic reports, including quarterly progress reports, monitoring and evaluation reports, and final project reports, ensuring they are gender-responsive.

 Stakeholder Coordination:

• Coordinate with national and local stakeholders, ensuring effective consultation with key organizations, including the Afghanistan Women’s Chamber of Commerce and Industry (AWCCI) and Organizations of Persons with Disabilities (OPDs), promoting the inclusion of gender equality and non-discrimination.

• Ensure close collaboration and regular communication with project partners such as UNODC, UNDP, WHO, and UNFPA.

 Community Engagement:

• Maintain strong relationships with local communities, drug treatment centers, and beneficiaries, particularly focusing on women, vulnerable groups, and those at risk of drug addiction, ensuring community engagement is gender-responsive.

 Vocational Training and Skills Development:

• Oversee the identification and implementation of vocational training and skills development programs that respond to local market and community needs, with gender equality and non-discrimination as key considerations.

• Support the design and delivery of entrepreneurship programs, including Gender and Entrepreneurship Together (GET Ahead) and Start and Improve Your Business (SIYB) for recovered drug users, ensuring these programs are inclusive and gender-sensitive.

• Coordinate with local training institutions to ensure high-quality delivery of skills development, including Training for Rural Economic Empowerment (TREE), with attention to gender equality.

 Capacity Building:

• Support the organization and facilitation of capacity-building workshops for project staff, partners, and beneficiaries, promoting gender equality and non-discrimination

 Monitoring and Evaluation:

• Implement and maintain the project’s Monitoring and Evaluation (M&E) system in line with ILO standards and the STFA monitoring guidelines, ensuring gender equality and non-discrimination are integrated.

• Conduct regular field visits to monitor project activities and ensure compliance with project plans, with attention to gender-sensitive evaluation criteria.

• Identify and manage risks to the successful delivery of the project, ensuring proactive measures are taken to mitigate these risks, including gender-related risks.

• Collect and analyze project data, assess progress toward outcomes, and recommend adjustments to improve effectiveness, ensuring adherence to the ILO’s Gender Action Plan.

 Compliance and Standards:

• Ensure that project activities comply with gender equality and disability inclusion standards, as well as international labor rights and human rights norms, integrating gender equality in all aspects of compliance.

 Additional Duties:

• Perform any other duties assigned by the Supervisor.

Job Requirements

Institutional arrangement: The National Project Coordinator will report to the ILO Program Officer based in Kabul.

Payment: Monthly bases

Duration of the assignment: 12 Months

Duty station: Kabul with frequent travel to Southeastern Region. The transportation cost and DSA will be covered separately.

Experience and Skills:

• At least 7 years of relevant professional experience in managing development projects, with at least 3 years’ experience in vocational training, employment, or entrepreneurship programs, and at least 2 years of this experience should be in managing/coordinating projects.

• Prior experience working with vulnerable populations, including women, youth, and drug users, in fragile or conflict-affected contexts.

• Proven experience in coordinating multi-stakeholder projects, including experience with UN agencies or international organizations.
