Context:

Under the overall supervision of the Program coordinator(Migration Health) and the direct supervision of the Public Health Officer and technical supervision of Information Management unit in coordination with Monitoring and Reporting (Migration Health) Officer and technical supervision of the head of information management and the mission’s, the successful candidate will be responsible for the provision of support and the overall coordination of data collection mechanisms,  data management, and analytics to produce and disseminate timely information products on approaches to mobility-sensitive service delivery.

Job Description:

    1. Support the planning and implementation of Population Mobility Mapping (PMM) for immunization and other public health projects in targeted provinces, in close coordination with Displacement Tracking Matrix (DTM) unit. Identify operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate managers for higher-level intervention and decisions.
    1. Participate in the conceptualization, design, development and implementation of data / demand-driven programs in support of mobility-sensitive health systems.
    2. Coordinate the data cleaning, data processing and analysis for reporting purposes. Provide recommendations and guidance to relevant colleagues to improve quality and consistency of data collected.
    3. In coordination with program and ICT teams, assist in the development and further enhancement HMIS systems by compiling technical requirements and providing feedback. Provide suggestions for innovative tools to enhance data collection and storage.
    4. In coordination with the DTM team and the Monitoring and Reporting Officer (Migration Health, support the design of the Vaccination Tracking Tools (VTT) Dashboard including interactive maps and reports as well as data collection and overall reporting system.
    5. Support spatial analyses, cross-analysing migration and multisectoral geospatial data, and develop visualization dashboards and information products using GIS-related software and systems to meet specific, thematic needs.
    6. Coordinate the development of guides, tools and procedures for collecting, collating, cleaning and managing health, geographic and other data on the human mobility dimensions of communicable and non-communicable disease to inform effective prevention, detection and response.
    7. Prepare, and update interactive web-mapping applications to support effective information management and conduct regular and ad-hoc geospatial analysis to support decision-making, programme design, management, planning, and advocacy.
    8. Regularly gather and document approaches and statistical procedures for generating reports on the human mobility dimensions of communicable and non-communicable disease to target the response accordingly.
  1. Prepare training materials, in coordination with the Public Health Officer, and conduct training to the MHU staff on data management, and statistical analysis, and contribute to the enhancement of staff capacity on data quality and reporting systems.
  2. Liaise and coordinate with relevant stakeholders such as UN agencies, INGOs and NGOs, civil society and Provincial De-facto Authority, in relation to the health and mobility data management and analytics, including participating in relevant Cluster, Working Group or Task Force meetings or other forums.
  3. Undertake field visits when necessary to assess progress and provide technical support and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  4. Perform such other duties as may be assigned.

Education

  • Bachelor’s degree in information management, Information Systems, Computer Science, Demography, Public Health, Epidemiology, Biostatistics, Health Informatics or a related field from an accredited academic institution with (2) two years of relevant professional experience.

Experience

  • A minimum two years of relevant working experience in health data management and data analysis, quality assurance, and use of relevant databases and software applications
  • Experience providing technical assistance in implementation of public health programs, M&E and data quality assessments; and related areas, with a health or related NGO or bilateral/multilateral organization, is preferred.
  • Operational and field experience in humanitarian, migration, refugee and displaced persons related programming is an advantage.

SKILLS

  • Experience and knowledge in implementation and use of data visualization tool such as Power BI or Tableau.
  • Expertise of Esri ArcGIS software and other GIS-related software.
  • Proficiency in Microsoft Excel, Word, and PowerPoint. Experience with relational databases, statistical packages (SPSS, Stata or R package)
  • Demonstrated capacity to work both in a self-directed manner and collaboratively with other staff and stakeholders.
  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment.
  • Advanced analytical and critical thinking skill.
  • Excellent skills and experience in training facilitation, mentoring and capacity development.

Languages

For all applicants, fluency in English is required (oral and written). Working knowledge of Pashto or Dari is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
