Job Summary
POSITION OBJECTIVE
The National Quality Control and Monitoring Engineer will be responsible for overall quality control of the project civil works and equipment used in the water supply and sanitation projects under WERP projects. He/she will make sure the required quality standards are applied while implementing the construction and rehabilitation works of water points/ networks and sanitation services. The QC and Monitoring Engineer, under the direct supervision of the National Engineering Manager, will be responsible for the following tasks.
Duties & Responsibilities
JOB DUTIES AND RESPONSIBILITIES
– Provide technical assistance to the regional team in construction management (work planning, quality control and progress report).
– Make sure that regional team are well versed with QA/QC procedural manual, followed, and implemented strictly by the contractors to maintain the desired quality of civil works.
– Assist in preparing quality assurance and quality control plans for all civil work contracts in coordination with PIU engineering teams and circulated accordingly to the regional team for the effective implementation of the projects with desired quality.
– Make sure that formats for QA/QC plans are used and followed by the contractors.
– Receiving, assessing, and proposing/recommending solutions/rectifications on all works quality related problems to regional engineering teams and contractors.
– Carry out frequent site visits for the monitoring of the projects and provide necessary feedback and support for the desired quality on civil works activities.
– Assist on preparing required QA/QC capacity building courses in consultation with PIU and provide the trainings to the regional engineering teams and contractors if required to make sure they are familiar on how to assure and control the quality of the civil works.
– Assist in Preparing monthly, quarterly, and annual progress reports.
– Assist PIU teams and Third-Party Monitoring Agents (TPMA) on civil works quality related issues.
– To carry out the responsibilities of the role in a way which reflects AKF (Afg)’s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.
– To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
– Frequent site visits to ensure that the quality of the construction is achieved, and QC reporting formats are well maintained.
DECISION-MAKING & AUTHORITY
– Will have the authority to recommend any QA/QC improvements to the regional engineers and contractors.
– Will decide independently on the Civil works quality issues and propose remedy actions to the contractors.
Job Requirements
JOB SPECIFICATION
– University degree in civil engineering or a related field. Master’s degree in water related degree will be preferred.
– Proven experience of at least 5 years in quality control of rural infrastructure projects. Experience in rural water and sanitation development and community driven projects implementation will be preferred.
– Knowledge and ability to apply computer applications to include MS Word, Excel, PowerPoint, and Outlook.
– Familiarity with rural water and sanitation QA/QC standards, procedures, and regulations.
– Fluency in English, and local languages.
– Ability to work independently and manage multiple tasks simultaneously.
REQUIRED CORE COMPETENCIES
– Excellent analytical, problem-solving, and decision-making skills.
– Strong communication and interpersonal skills to effectively collaborate with stakeholders and team members.
– Relevant knowledge of productivity norms, construction material, equipment and labor market are essential.
– Familiarity with communities, CDCs, DDAs and CSO will be required.
